BOARD MEMBERS: STAFF: Gordon Robinson - Chairman Andrew Dimas, DS Administrator Ricardo D. Barrera, Jr. – Vice Chairman Buck Brice, Assistant City Attorney Priscilla San Miguel Catherine Garza, Agenda Coordinator Mohan Mathew Brandon Crowson (Alternate) I. CALL TO ORDER – ROLL CALL The meeting was called to order and a quorum was established with Robert Reyna absent. II. DISCUSSION AND POSSIBLE ACTION REGARDING ELECTIONS FOR CHAIRMAN & VICE CHAIRMAN Ricardo Barrera nominated Gordon Robinson as Chairman. No other nominees were presented. Priscilla San Miguel nominated Ricardo Barrera as Vice Chairman. No other nominees were presented. III. PUBLIC COMMENT: None. IV. APPROVAL OF MINUTES: February 23, 2022 A motion was made by Vice Chairman Barrera to approve the minutes listed above and it was seconded by Mr. Crowson. The motion passed. V. APPROVAL OF ABSENCES: None. VI. ORIENTATION/TRAINING FOR NEW BOARD MEMBERS Andrew Dimas, Development Service, presented item “VI” for the record. Mr. Dimas proceeded with training members on the fundamentals of Zoning practices. He began by explaining how Development Services is organized and how the Land Development division functions (Platting, Zoning & Engineering). The functions of Zoning include Code Administration (Unified Development Code), Zoning map changes (Rezonings) & Boards/Commissions. Mr. Dimas gave the definition of Zoning along with the three main districts: Industrial, Commercial & Residential; explained Land Uses. Within Zoning, there are also Special Districts (Recreational Vehicles/Cottage Houses) and Overlays (Geography, Special Permits, Historic/Cultural). For Rezoning applications, Staff considers several factors: Future Land Use/Master Plans, the Proposed Use, Site Limitations & History of the site. He also discussed the Code Enforcement and Compliance aspects of Zoning. Next, Mr. Dimas explained the Unified Development Code (UDC), how it is used for platting/zoning and in conjunction with the Comprehensive Plan. The UDC regulates the following site requirements: • Height/Setbacks/Open Space • Landscaping • Parking • Lighting • Buffer Yards • Uses/Businesses • Home Occupations • Bars/Nightclubs • Design Standards Mr. Dimas informed members of their responsibilities and how applications for their consideration are focused on projects requesting Variances, Special Use Exceptions or an Appeal to a code interpretation. He cited UDC Section 3.25.3.B which lists the types of findings which do not constitute sufficient grounds for granting a variance; Section 3.25.3.E Considerations on Variances for Structures. For better understanding, he concluded the presentation by providing case examples/scenarios. After the presentation, the floor was opened for questions from the Board. VII. DIRECTOR’S REPORT: None.
