E. CITY MANAGER'S COMMENTS / UPDATE ON CITY OPERATIONS:
1. 23-1410 Arts and Cultural Commission Update by Jim Moore, Chair
City Manager Peter Zanoni introduced ACC Chair Jim Moore, who serves as the
Director of Texas A&M Corpus Christi Performing Arts Center and serves on the Board
of the Corpus Christi Chorale.
Chair Moore presented information on the following topics: ACC major responsibilities;
Arts and Cultural Commission's focus; current projects; proposed projects; Arts Grant
Program; piano celebration week; and Open Air Arts evening.

Council Members, City Manager Zanoni, and Mr. Moore discussed the following topic: a
Council Member's desire to allocate money to arts and culture.
2. 23-1461 Summer Programming Closures and Labor Day Weekend Schedule
City Manager Zanoni gave an update about the summer programming closures and
Labor Day weekend schedule. Collier Pool and the Corpus Christi Natatorium will
remain open during the fall and winter. Splash pads will remain open until October 31.
City Hall, Municipal Court, and 311 Call Center will be closed on Labor Day. La Retama
Library will be open as a cooling center from 12:00 p.m. to 6:00 p.m. Garbage and
recycling pickup is on schedule for Labor Day. The Al Kruse Tennis Center will be open
9:00 a.m. to 9:00 p.m. Golf courses will be open regular hours.

John Hendricks, 622 Texas Ave., spoke about the lack of upkeep for cemeteries and
memorials.
Stephen Klepper, 317 Sunset Ave., spoke in support of offering residents a choice to
downsize trash carts.
Adalberto Carrillo, III, 4055 Killarmet Dr., spoke in opposition to Items 10, 11, 12 and 13.
Merida Forrest, 7114 Grape Arbor Dr., Alex Flucke, 729 Sam St., Armon Alex, 1610 La
Joya St., Maggie Peacock, 1773 Ennis Joslin Rd., and Brittni Young, 6018 Williston Dr.,
spoke in opposition to removing a tree canopy study, air quality monitoring, and heating
and cooling center enhancements from the FY 2024 operating budget.
Amanda Guerra, 2610 Windhollow Dr., spoke in opposition to eliminating City Marshals.
Susie Saldana, 4710 Hakel Dr., spoke in opposition to raising water rates for residential
customers.
Jennifer Espino, 1805 Amazon Dr., spoke about the importance of low barrier shelters.
Julie Galbraith, 15310 Williamsport, expressed concern about the Light Up CC lighting
project.
Rachel Caballero, 522 Hancock, Ave., expressed her desire for no tax rate or utility rate
increases, and to stop the use of Certificates of Obligation.
Samuel Aundra Fryer, 2222 Cardinales Lane, spoke about early treatment and
prophylactic for COVID-19.

John Weber, 609 Naples St., spoke in opposition to natural gas marketing, and in
support of air monitoring services and a tree canopy study.
Autumn Hensiek, 325 Louisiana Ave. and Jake Hernandez, 488 Palmetto St., spoke in
opposition to raising water rates for residential customers.

3. 23-1354 Ordinance amending the Code of Ordinances, Chapter 9, Aviation, Section 9-35
- Parking Rates, by revising the parking rate for long-term parking at the Corpus
Christi International Airport.
Mayor Guajardo referred to Item 3.
Director of Aviation Kevin Smith stated that this ordinance increases the long term
parking fee and lost ticket fee by one dollar.

5. 23-1460 Ordinance authorizing updates to the City of Corpus Christi's Texas Municipal
Retirement System benefits (1) adopting non -retroactive repeating COLAs for
retirees and their beneficiaries under Texas Municipal Retirement System Act
and (2) authorizing annually accruing updated service credits; decreasing the
TMRS contribution rate from 16.57% to 16.29% for calendar year 2024.

7. 23-1282 Ordinance amending Section 55-709, Drainage Utility Charge, of the Corpus
Christi Code of Ordinances, to levy an amended schedule of storm water
drainage charges, and providing an effective date.

Council Members, City Manager Peter Zanoni, Director of Public Works and Streets
Ernesto De La Garza, and Director of Development Services Al Raymond discussed the
following topics: concern with how the storm water fees impact certain areas of the City
that do not have a drainage system; the fee increase will be $1.15 per resident; this fund
is used to pay for new storm water infrastructure; and to ensure that drainage issues are
being addressed properly.

and section 55-100 regarding wastewater rates effective January 1, 2024

Chief Operations Officer Michael Murphy presented information on the following topics:
2024 wastewater rate adjustments; 2024 raw water rate adjustments; 2024 retail water
rate adjustments; 2024 residential volume rate adjustments; 2024 commercial volume
rate adjustments; 2024 large volume water rate adjustments; 2024 water rate
adjustments; and proposed amendments section 55-50.
Council Members, City Manager Peter Zanoni, City Attorney Miles Risley, Chief
Operations Officer Murphy, and Assistant Director of Support Services for Utilities Reba
George discussed the following topics: the City's water department is subsidizing water
for San Patricio Municipal Water District and South Texas Water Authority for treated
water; a Council Member's concern that apartment dwellers will see an increase in their
water bill; Council Members' desire to explore equitable water rates; it is more equitable
to reduce all residential meter charges by $.90; to be mindful about debt service increase
in the next four years; how to fund alternative water sources; the water rate evaluation will
be addressed annually instead of every two years; a request for a breakdown on how
water rates are structured; and City staff will evaluate water contracts and provide an
update to Council in a few months.

Council Member Pusley moved to amend the ordinance to reduce the 5/8-3/4 meters for
inside and outside residential users by $.90, seconded by Council Member Hernandez.

Council Member Hernandez. This Ordinance was passed on first reading as amended
and approved with the following vote:

9. 23-1401 Ordinance amending Ordinance 17150 by increasing the exemption for ad
valorem taxes for all qualified residence homesteads from 10% to 20% of
assessed value commencing Tax Year 2024 and increasing the exemption for
ad valorem taxes for persons' residence who are disabled or 65 years of age or
older from $50,000, as approved by the citizens of Corpus Christi on April 4,
1987, to $62,500, commencing Tax Year 2024; providing that this ordinance is
cumulative and for an effective date, severance, publication, and codification.

Council Member Pusley moved to approve the ordinance, seconded by Mayor Guajardo.
Council Member Pusley moved to amend the ordinance to increase the general
homestead exemption from 10% to 20% commencing Tax Year 2024, seconded by
Council Member Hunter and passed unanimously.
A Council Member and Interim Director of Finance and Procurement discussed the
following topic: the financial impact on 5% is about $5 million.

operating budget for the fiscal year 2023-2024 beginning October 1, 2023;
authorizing personnel complements; providing for copy to be filed with the county
clerk; appropriating funds as provided in the budget; and adopting the FY 2024 -
2028 Infrastructure Management Plan.

Council Member Campos made a motion to amend the budget to include the tree canopy
study, air quality monitoring, and heating and cooling enhancements, seconded by
Council Member Klein. The motion failed.
Council Members and City Manager Peter Zanoni discussed the following topics: the
City needs financial resources to pay for the amendments; Human Resources is working
with the City Marshals to help place them in other City positions; a Council Member's
request for more data to justify the heating and cooling enhancements; air monitoring is
provided by Texas Commission on Environmental Quality, Texas A&M Corpus Christi, as
well a position in the health department; and concerns about what the funding for air
quality monitoring will be used for.
Council Member Campos made a motion to amend the budget to reallocate $50,000
from tree canopy study for additional tree planting, seconded by Council Member Hunter
and passed unanimously.
Council Member Klein made a motion to amend the budget to include funding for the air
quality monitoring services, seconded by Council Member Campos. Council Members
Klein and Campos voted "Aye"; Mayor Guajardo, Council Members Barrera, Hernandez,
Hunter, Pusley, Suckley and Roy abstained. The motion failed.
Council Member Pusley moved to approve the ordinance as amended, seconded by
Council Member Roy. This Ordinance was passed on first reading as amended and
approved with the following vote:

11. 23-1387 Public Hearing and First Reading Ordinance adopting the Corpus Christi Fiscal
Year 2023 - 2024 Capital Budget in the amount of $703,026,801 as amended
by the schedule of adjustments, beginning October 1, 2023.

following topics: 10 -year Capital Improvement Program (CIP); and FY 24 CIP program
funding uses.

$0.599774 per $100 valuation which is effectively an 8.3% increase over the
no -new -revenue tax rate and approving the tax roll as calculated.(60 percent
favorable vote required)
Mayor Guajardo referred to Item 12.
Interim Director of Finance and Procurement Alma Casas presented information on the
following topics: FY 20024 tax rate; property tax dollar; property tax relief; and next steps.
Council Members, City Manager Peter Zanoni, and Interim Director Casas discussed the
following topics: over 4% of the tax increase is due to the increase in debt service; and a
request to provide a property tax comparison using different home values to the public.

"During today's City Council meeting, the City Council will vote on the first reading of the
proposed property tax rate of $0.599774 per $100 valuation for Fiscal Year 2024, and at

Council Member Roy made the following motion, seconded by Council Member Pusley:
"I move that the property tax rate be increased by the adoption of a tax rate of $0.599774
per $100 valuation which is effectively an 8.3% increase in the tax rate."

13. 23-1364 Ordinance ratifying the property tax increase reflected in the FY 2023-2024
Operating Budget that will require raising more revenue from property taxes than
in the FY 2022-2023 Operating Budget in amount of $13,499,855.

Council Members, City Manager Peter Zanoni, and Director of Management and Budget
Eddie Houlihan discussed the following topics: if budget cuts were made they would
have to come out of the general fund; the debt service payment is going up about $4
million; a Council Member suggests using the 3.5% increase for maintenance and
operation; and concern with a property tax increase every year.

15. 23-1251 Ordinance appropriating $13,000.00 in the Health Grant Fund for an increase in
the Beach Watch Program from the Texas General Land Office (GLO) to collect
and analyze water samples, notify the public of beach water quality and to
recommend and/or issue water quality advisories when warranted. for the period
September 1, 2020, through August 31, 2025.
This Ordinance was passed on second reading on the consent agenda.

19. 23-0996 Ordinance authorizing the acceptance of a grant from the Motor Vehicle Crime
Prevention Authority in the amount of $822,431 with a City cash match of
$169,372 and an in-kind match of $714,806, for a total project cost of
$1,706,609 for salaries, overtime, and fringe benefits for four sworn officers
three civilians (authorizing two additional general fund positions), and for
operational needs for the Corpus Christi Police Department's Auto Theft Task
Force; and designating several City staff members as designated officials for
the grant; and appropriating $822,431 in the Police Grants Fund.

Texas Commission on Environmental Quality regulations for the testing of
backflow assemblies and clarify backflow device requirements for carbonated
beverage dispensers, amending Section 55-37 of the City Code to expand
authority the disconnection of services for failure to install, test, or maintain a
required backflow device; providing for a penalty not to exceed $2,000 and
publication.

for all in our community. After the decades of
neglect our city has suffered, I understand that
things cannot change overnight but we must
continue to get on a better path. It is rumored that
heating and cooling centers are not included in this
budget, but I believe they are and should be
included as part of the proposed sustainable

should not impact or come from the budgets of the

I would like to comment that the heating and
cooling centers for 6 libraries and 8 senior centers
worth $150K should not be removed from the
budget. With increased risk of natural disaster from
climate change, it is imperative to maintain stable
spaces as one AC outage can mean heat stroke or
death for some vulnerable populations.
I would also like to stress the importance of the tree
canopy study and the air quality monitoring for the
Coastal Bend Air Quality Partnership. The tree
canopy study would supplement the tree planting
initiative through discovery of areas where trees are
needed the most while the air quality monitoring

funding would help fund materials to expand air
monitoring for all 6 criteria pollutants and VOCs. Of
the 8 TCEQ air monitoring sites in the area, only 1
monitors for VOCs and with heavy industry
presence and frequent flaring, it is important to
monitor for community health through the air
quality study.

I'm writing in support of the sustainability initiatives
being proposed for the budget. Air quality and
water quality monitoring systems are essential to
ensuring the health and safety of our residents and
tourists, and to earn a reputation of a safe, clean
environment for all to enjoy.
Other sustainability initiatives such as the tree
canopy survey that have been removed from the
budget are important as well. As the summer
months get hotter, an inadequate tree coverage will
only result in an urban heat island effect that will
exemplify the real feel effects. This will result in
more heat exhaustion related emergencies putting
our citizens that work outside at the highest risk.
