presented information for transitioning the Council Meetings and Tax Reinvestment
Zones (TIRZ) 2, 3 and 4 to the RTA Building as follows: general information; map of
parking lot; and communications plan.
Council Members and City Secretary Huerta discussed the following topics: the kiosk
will still be available to sign up for public comment; and all Council Members will receive
badge access to the RTA Building.

Maggie Peacock, 1773 Ennis Joslin Rd., spoke about the importance of investing in
sustainability and resiliency.
Bridgette Baldwin, 1518 Howard St., expressed concern about receiving a citation for not
having a permit for her driveway.
Shawn Flanagan, 4218 Herndon St., spoke about the Texas statute forbidding
government entities to enforce mandates regarding COVID outbreaks.
Susie Saldana, 4710 Hakel Dr., commended City Council and City Manager for their
efforts on the budget.
Marilena Garza, 1008 Marguerite St. and Eli McKay, 1008 Marguerite St., expressed
concern about homelessness and spoke in opposition to cut funding for heating and
cooling center enhancements.
Alex Flucke, 729 Sam St., spoke in support of sustainability initiatives, heating and
cooling center enhancements, tree canopy study and air monitoring services.
Amanda Guerra, 2610 Windhollow Dr. and Pat Craig, 5925 Tapestry Dr., spoke in
opposition to eliminating City Marshals.
John Weber, 609 Naples St., spoke about homeless issues and against natural gas
marketing.
Rachel Caballero, 522 Hancock, expressed concern about the tax rate increase and

Director of Management and Budget Eddie Houlihan presented information on the
following topic: changes to the financial policies -Section 4.5 Enterprise Funds; Section
14; and Section 19.
Council Members, City Manager Peter Zanoni, and Director Houlihan discussed the
following topics: the water and wastewater rates will be reviewed annually as opposed to
every two years; and any fund balance in excess of 25% includes debt service that has to
be designated for a specific purpose.

5. 23-1484 Motion authorizing payment of a refund to Flint Hills Resources for $290,184.30

respectively) as a result of decreased property values from the property appeals
process with the Nueces County Appraisal District, subject to approval of the FY
2024 Operating Budget.

12. 23-1401 Ordinance amending Ordinance 17150 by increasing the exemption for ad
valorem taxes for all qualified residence homesteads from 10% to 20% of
assessed value commencing Tax Year 2024 and increasing the exemption for
ad valorem taxes for persons' residence who are disabled or 65 years of age or
older from $50,000, as approved by the citizens of Corpus Christi on April 4,
1987, to $62,500, commencing Tax Year 2024; providing that this ordinance is
cumulative and for an effective date, severance, publication, and codification.

Management Plan.

following topics: addresses City Council and community priorities; FY 2024 total city
budget $1.5 billion; city residential rates; sample utility bill for residential customer;
sample tax bill for City and CCISD; community amendments; staff amendments; and next
steps.
Council Members, City Manager Peter Zanoni, and Director Houlihan discussed the
following topics: heating and cooling centers can be used by any resident and not solely
homeless residents.
Council Member Pusley moved to amend to remove all financial policies from the budget
ordinance, seconded by Council Member Suckley and passed unanimously.
Council Member Klein moved to amend the budget to include $25,000 funding for the air
quality partnership, seconded by Council Member Campos and passed unanimously.

Gretchen Arnold, 121 Atlantic St. and Sharon Murphy, 1305 N. Shoreline Blvd., spoke
about the purpose and value of the Coastal Bend Air Quality Partnership.

following topics: 10 -year Capital Improvement Plan (CIP); FY 24 program funding uses;
and CIP staff amendments.

following topics: Council's request to have water rates modeled out for future years in
order to see how CIP projects impact rates; City staff can provide this information once
they consult with financial and rate advisors; the CIP can be modified if desired by
Council; and to prioritize projects conservatively.

18. 23-1329 Ordinance authorizing acceptance of grant funds in an amount of $167,000.00
from the Texas Department of Transportation for the 2024 Comprehensive
Selective Traffic Enforcement Project for overtime for sworn officers to increase
traffic enforcement in Corpus Christi, with a City match of $42,669.75 in fringe
benefits and fuel expenses, with funds available from the FY 2024 General Fund;
and appropriating $167,000.00 in the Police Grants Fund.

Texas Commission on Environmental Quality regulations for the testing of
backflow assemblies and clarify backflow device requirements for carbonated

balance in the HOT Fund for professional consulting services related to the

recommending the allocation of $150,950,000 in future revenue to specified
projects including water and wastewater infrastructure, parks, mobility projects,
developer reimbursement, and administration costs.

My name is Ernest Hinojosa.
Just expressing my concerns for monies or tax part
being considered for the American Bank
Center. Ordinarily I would support such project.
With so many layoff going on and talks off more to
come, sends a Red Flag for me. I really feel this is
an appropriate time for such action.
Please consider holding off maybe at least few
months or longer to take action.
There is so many things going on all around us that
may adversely effect such project.
