Roberts Jim Young REGULAR COUNCIL MEETING June 28, 1961 2;00 P.M. City Manager Herbert W. Whitney City Attorney I. M. Singer City Secretary T. Ray Kring Mayor Ben E. McDonald called the meeting to order. The Invocation was given by Reverend Robert Megee, of the Episcopal Church of the Good Shepherd. City Secretary T. Ray Kring called the roll of those in attendance. Motion by de Leon, seconded by Roberts and passed that the absence of Commissioner Maldonado be excused. Motion by Swantner, seconded by de Leon and passed that tb.e minutes of the special meeting of June 22, 1961, as furnished to the Council, be approved. Mayor McDonald welcomed and introduced to the Council the Honorable Vidya Charan Shukla of India, Member of the Informal. Consultative Committees of Parliament on External Affairs and Steel, Mines and Fuels. In presenting the Honorable Mr. Shukla with a Certificate of Honorary Citizenship of the City of Corpus Christi, and a symbolic Key to the City, Mayor McDonald expressed the City's pleasure and honor at having so distinguished a visitor aid asked him to convey the greetings and friendship of the citizens of Corpus Christi to his people in India. In accepting the Certificate and Key, Mr. Shukla mentioned that in the many cities in the United States that he has visited, Corpus Christi is one of the cleanest and finest in the civic pride of its citizens, and that he would be most happy to tell his fellow citizens of this City's gracious hos- pitality to him. Mr. Bob Swantner, father of Mayor Pro Tem Swantner, who is Mr. Shukla's host, spoke a few words and mentioned that the courtesies extended to him on his Hunt in India with Mr. Shukla were beyond description Mayor McDonald greeted and introduced Captain S. L. Collins of the Naval Air Station, and presented him with a proclamation, which he read, pro- claiming July 2 through July 8, 1961, as Safe Boating Week in Corpus Christi. In accepting the proclamation, Captain Collins expressed appreciation for this publicizing of Safe Boating Week which this year is being sponsored by 14 nation- al agencies. Regular Council Meeting June 28, 1961 Page 2 Mayor McDonald announced the opening of bids. Bids were opened and read on 8 items of Water Treating Chemicals from the following : Aluminum Co. of America; American Agricultural Chemical Co.; Austin White Linde Co.; Barada & Page Co.; Blockson Chemical Co.; Dixie Chemical. Service Co,; Pittsburgh Plate Glass Co,; Round Rock White Lime Co-; Henry Sundr heimer Co.; Tennessee Corp,; Texas Lime Co.; Thompson -Hayward Chemical Co.; U.S. Gypsum Co.; and Whitestone Lime Co, Motion by Barnard, seconded by de Leon and passed that the foregoing bids be tabled for 48 hours as required by the City Charter; and referred to the City Manager for tabulation and recommendation. Bids were opened and read on an estimated 12 -months° supply of C.I. Tapping Sleeves and Valves, consisting of 45 items of approximately 67 sixes of Tapping Sleeves & Valves., ranging from 6" x 4" to 48" x 12", from the follow - Inge McAllen Pipe & Supply Co.; Municipal Pipe & Fabricating Co,; and San Antonio Machine & Supply Co. Motion by Swantner, seconded by Young and passed that the foregoing bids be tabled for 48 hours as required by the City Charter, and referred to the City Manager for tabulation and recommendation. Bids were opened and read on 3 items of Data Processing Equipment on a 30 -day cash basis and on a 5 -year payout basis, from the following: Inter- national Business Machines. Motion by Swantner, seconded by de Leon and passed that the foregoing bid be tabled for 48 hours as required by the City Charter, and referred to the City Manager for tabulation and recommendation. Mayor McDonald read and signed a proclamation proclaiming the week of June 30 through July 6, 1961, as Independence Week in Corpus Christi, and urging appropriate revival of the original spirit of Independence Day with the ringing of church bells for ten minutes at noon on July 4, and the preaching of sermons on the theme "Freedom Under God" on the day of worship preceding Independence Day, and directed that the proclamation be given appropriate distribution with partic- ular emphasis on the ringing of the church bells. Mayor McDonald called for Appointments to Boards and Commissions. Motion by Young, seconded by Swantner and passed that Robert E. Schneider be appointed to the Airport and Industrial Board. • • Regular Council Meeting June 28, 1961 Page 3 Mayor McDonald recited the qualifications and background of Mr. Schneider which he felt particularly fitted him for membership on the foregoing Board, and presented Mr. Schneider with his Certificate of Appointment. Mayor McDonald announced that there would be a joint meeting of the City Council and the Water District of Robstown on Thursday evening, at 7:30 P.M., in the Board of Directors Room of the Corpus Christi Chamber of Commerce. Mayor McDonald called for the City Manager's Reports. Motion by Swantner, seconded by Young and passed that the recommendations and requests of the City Manager be approved and granted, as follows: a. That the plans and specifications for construction of Sanitary Sewer Lateral Lines, Section 3 of Unit V of the Westside System, be approved, and author- ity to advertise for bids to be received on July 12, 1961, be granted; b. That authority to advertise for bids to be received on July 12, 1961, on 320 Trees of 6 varieties, be granted; c. That authority to advertise for bids to be received on July 12, 1961, on an estimated 12 -months' supply of various quantities and types of Storage Bat- teries, be granted; d. That authority to advertise for bids to be received on July 12, 1961, on furnishing Blueprint Service for a 12 -month period, be granted. RESOLUTION NO. 6189 EXPRESSING APPRECIATION TO ALL THOSE CITIZENS WHO CONTRIBUTED THEIR TIME AND EFFORTS IN EXTENDING HOSPITALITY TO DISTINGUISHED VISITORS AND SUCCESSFULLY CARRYING OUT THE PROGRAM OF THE DAY ON WEDNESDAY, JUNE 21, 1961; AND DECLARING AN EMERGENCY. The Charter rule was suspended by the following votes All Council mem- bers present and voting "Aye", with the exception of Commissioner Maldonado, absent. The foregoing resolution vas passed by the following vote: All Council members present and voting "Aye", with the exception of Commissioner Maldonado, absent. ORDINANCE N0. 6190 AUTHORIZING AND DIRECTING THE CITY MANAGER OF THE CITY OF CORPUS CHRISTI, FOR AND ON BEHALF OF THE CITY, TO EXECUTE A CONTRACT IN THE FORM OF A REVOCABLE PERMIT TO THE UNITED STATES COAST GUARD IN LIEU OF A REVOCABLE PERMIT DATED MAY 20, 1953, CONCERNING THE SAME PROPERTY AUTHORIZED BY ORDINANCE NO. 3471, FOR THE USE BY THE UNITED STATES COAST GUARD OF AN AREA 15 FEET SQUARE LOCATED NEAR THE CITY BARGE DOCKS ON THE SOUTH SHORE OF SHIP CHANNEL, ALL AS MORE PARTICULARLY DESCRIBED AND SET FORTH IN THE PERMIT, A COPY OF WHICH IS ATTACHED HERTATO AND MADE A PART HEREOF; AND DECLARING AN E ERG NCY. • Regular Council Meeting June 28, 1961 Page 4 The Charter rule was suspended by the following vote: A11 Council mem- bers present and voting "Aye", with the exception of Commissioner Maldonado, absent. ORDINANCE NO. 6191 AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE A DEED, FOR AND CN BEHALF OF THE CITY OF CORPUS CHRISTI, CONVEYING UNDO THE STATE OF TEXAS AN UNDIVIDED ONE= SmvENTH (1/7) INTEREST IN AND TO ALL THAT CERTAIN TRACT OR PARCEL OF LAND DESCRIBED AS LOTS 3, 4, BLOCK 4, JONFS ADDITION, AN ADDITION TO THE CITY OF CORPUS CHRISTI, TEXAS, AS A PART OF TYLE CROSSTOWN EXPRESSWAY,, A COPY OF SAID DEED BEING: ATTACHED HERETO AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY. ORDINANCE N0. 6192 AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE A. CONTRACT, FOR AND ON BE- HALF OF THE CITY OF CORPUS CYHRISTI, WITH MC CLENDON & ASSOCIATES AND TURNER & COLLIE, CONSULTING ENGINEERS, .INC., ENGINEERS, FOR PREPARATION OF ENGINEERING PLANS AND SPECIFICATIONS COVERING PROPOSED MODIFICATIONS, ALTERATIONS, ADDITIONS AND D PROVEMENI°S TO THE 0S0 SEWAGE TREATMENT PLANT, PROJECTS N0. 250-61-10, 250- 56=10 AND 250-61-25; APPROPRIATING THE SUM OF $87,882,00 OUT OF N0. 250 SANITARY SEWER SYSTEM BOND FUND FOR SAID ENGINEERING SERVICES; AND DECLARING AN EMER3ENCY. Mayor McDonald greeted and infoduced Arturo Torrallardona, General Manager of the Hotel Ancira, Antonio Rodrigues, banker and merchant, and Jose Cantu Ferias, Executive Vice -President and General Manager of the Monterrey Chamber of Commerce, who were accompanied by John Nugent and Bruce Collins, Er. of the Corpus Christi Chamber of Commerce, and welcomed them to Corpus Christi and to the Council meeting. In an exchange of greetings, Mayor McDonald men- • Regular Council Meeting June 28, 1961 Page 5 tioned the friendliness and hospitality of Monterrey, and that the Rotary Clubs of Corpus Christi are planning in August to return the recent visit of the Rotar- ians from Monterrey; and the visitors from Monterrey expressed their appreciation of the hospitality they have received here, the beauty of our City, and mentioned that they are planning a visit here in September of about one hundred men and their wives from Monterrey. Mayor McDonald invited Mr. Nugent to let the City Know of anything it could do to help make the visitors visit a memorable one. Mayor McDonald invited anyone in the audience Who had business with the Council to come forward and be heard. Lon Messer remarked that today, at this Council meeting, he had seen seen government, entertainment, hospitality and good will all operating together. There being no further business to come before the Council, the meeting vas adjourned. I, BEN F.
