CESSED REGULAR COUNCIL MEETING

Mayor Ben F. McDonald reconvened and called to order at approximately
7:30 P. M., on July 31, 1961, the regular meeting recessed from July 26, 1961,
and announced that the public hearing on the proposed budget for the fiscal year
1961-62 would now be continued.
City Manager Whitney presented the final proposed budget and reviewed the
budget summary, calling particular attention to the most significant figures. He
pointed out that Operating Expenditures total $14,928,095, Construction and
Principal Retirement $2,594,420, Reserve Appropriation $195,031, making a Groes
Appropriation of $17,717,546, less Inter -Fund Revenues of $3,219,448 for a Net
Total Appropriation of $14,498,098, which he compared with the same figure last
year of $13,989,267 and pointed out that the increase of approximately a half -
million dollars was due in part to salary increases in the Fire and Police De-
partment and to the other City employees, part to the reserve set up to take care
of possible additional retirement benefits as of January 1, 1962, and part to
increases in debt service. Mr. Whitney explained that the figure of $14,479,934,
Net Revenue to the City excluding Inter -Fund, being $18,164 less revenue than
appropriations, means that our beginning balances will be reduced by that much
during the fiscal year. He stated that this proposed budget, although a very
tight one, provides a reasonable working budget, and includes anticipated .effects
of increases in gas revenues as a result of the increased gas rates tentatively
approved by the Council, and a tax rate of $1.60 per $100 Valuation distributed
and Street Fund, $0.250, General Fund $0.833, and Debt Service $0.517, as com-
pared with last year's figurea of a tax rate of $1.53 distributed to Street.Fund,
$0.250, General Fund $0.7405 and Debt Service $0.5395.
City Manager Whitney read a communication addressed to John G. Carlisle,
Fire Chief, dated July 28, 1961, and signed by 195 out of 229 members of the Fire

Department requesting that the 9 members of the Fire Department whose services
are to be terminated as of August 1, 1961, in connection with the 1961-62 budget,
be retained and a percentage of each fireman's salary increase be contributed to
pay the salaries of these 9 men until January 1, 1962. Mr. Whitney pointed out
that the reductions in personnel referred to are deletions of 9 positions in the
Fire Department which are considered to be economies that can be effected with-
out loss of efficiency in performance or protection to the City, and recommended
that the request be denied on the basis that it would be discrimination of the
worst kind unless the same procedure is to be followed in all City Departments.

After some discussion, it was agreed that although the firemen should be
commended for their generosity and Loyalty to their fellow workers, the reduction
in personnel in the Fire Department, as in all other departments of the City, is
a matter of economic necessity.
Commissioner Swantner, referring to the budgeted items for the Coliseum
and Exposition Hall, suggested the desirability of providing for a professional
survey to be made by which a definite capital improvement program can be worked
out for needed and desirable facilities for the Coliseum and Exposition Hall to
attract future conventions and to more fully accommodate. conventions already
scheduled in the City. Mr. Whitney suggested this survey could be included with-
out jeopardizing the present proposed budget figures in either of two ways;
namely, to delete the items of three marquees at $1,300 and doors to the Patio
at $750 and substitute therefor the survey, or to add the amount of $2,000 for
the survey and reduce the estimated reserve by a like amount, and recommended
the latter due to the need for both items. It was agreed that the survey be in-
cluded as recommended by the City Manager, but that no commitments be planned
for a few months to see how the revenues from this operation develop.
The Council also directed that the item of the Municipal Band be trans-
ferred from the Park & Recreation Department to the budget for the City Council.
Ho one desiring any further discussion on the proposed budget, Mayor
McDonald declared the public hearing closed,

APPROPRIATING $26,967.00 OUT OF NO. 202 WATER SYSTEM BOND FUND, TO REIMBURSE
THE WATER DIVISION OF THE DEPARTMENT OF PUBLIC UTILITIES FOR CONSTRUCTION ON
PROJECT NO. 202-53-14, ACTIVITY N0. 5161, FOR THE CONSTRUCTION OF GOLLIHAR
WATER MAIN FROM WEBER ROAD TO SOUTH STAPLES STREET, UNIT 1, CONSISTING OF 4273
FEET or 12" A.C. PIPE AND 108 FEET OF 6" M.J. PIPE AND 16 FEET OF 8" M. J. PIPE,
COMPLETE WITH FITTINGS AND VALVES, ALL OF WHICH WAS COMPLETED ON OR ABOUT
JUNE 22, 1961; AND DECLARING AN EMERGENCY.

APPROPRIATING OUT OF UNALLOCATED NO. 250 SANITARY SEWER BOND FUNDS THE SUM OF
$11,264.33 REPRESENTING COSTS OF STREET CONSTRUCTION BY CITY FORCES ON ANGELA
DRIVE AND HORNE ROAD IN THE MOLINA AREA, SAID CONSTRUCTION BEING NECESSARY
FOLLOWING SANITARY SEWER LINE CONSTRUCTION, WESTSIDE SEWER UNIT II AND LATERAL
LINES, WHICH VIRTUALLY DESTROYED THE ORIGINAL PAVEMENT; AUTHORIZING REIMBURSE-
MENT OUT OF THIS APPROPRIATION TO NO. 108 STREET FUND, ACTIVITY 4911; AND
DECLARING AN EMERGENCY.

Commissioner Swantner requested that it be noted that the proposed budget
was amended prior to the reading of the ordinance adopting the budget to include
the item of $2,000 for Survey in the Coliseum and Exposition Hall budget, and to
transfer the item of the Municipal Band to the City Council budget.
ORDINANCE NO. 6228
ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR BEGINNING AUGUST 1, 1961, AND ENDING
JULY 31, 1962, IN ACCORDANCE WITH THE CITY CHARTER, AS AMENDED, FOR THE CITY OF

ENTITLED "ADOPTING AND PROVIDING FOR THE ADMINISTRATION OF THE COMPENSATION PLAN
FOR ALL POSITIONS IN THE CITY SERVICE; REPEALING ALL ORDINANCES IN CONFLICT HERE-
WITH; CONTAINING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY", BY DELETING SUB-
SECTION (b) AND SUBSECTION (c) OF SECTION 2 OF'SAID ORDINANCE IN THEIR ENTIRETY,
AND BY ADDING A NEW SUBSECTION (b) AND SUBSECTION (c) IN LIEU THEREOF TO SECTION

CIVIL SERVICE RULES AND REGULATIONS BY ADDING ARTICLE 30 PROVIDING FOR THE ADOP-
TION AND ADMINISTRATION OF THE POSITION CLASSIFICATION PLAN FOR ALL OFFICERS AND
POSITIONS IN THE FIREMEN'S AND POLICEMEN'S CIVIL SERVICE", AS AMENDED, BY AMEND-
ING SECTION 4 OF ARTICLE 30 OF SAID ORDINANCE BY CHANGING THE CLASS GRADE OF
