Mayor Ben F. McDonald called the meeting to order.
The Invocation was given by Reverend Josue Gonzales, Pastor of Kelsey
Memorial Methodist Church.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Barnard, seconded by de Leon and passed that the absence4of
Mayor Pro Tem Swantner and Commissioner M. P. Maldonado be excused for cause.
Action on the minutes of the regular meeting of July 26 and the re -
ceased meeting of July 31, 1961,waa deferred since none of the Council has had
an opportunity to read them. �.
Mayor McDonald announced the opening of bids.
Bids were opened and read on the construction of improvements to the
H. E. Butt Pool Parking Lot and to Shely and Fig Streets from the following:
Fowco Construction Co.; Heldenfels Brothers; King Construction Co.; Troy Grant;
and H & H Concrete Construction Co.
The foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Bids were opened and read on 10 items of Street Construction mater-
ials, consisting of Asphalt, Oil Asphalt, Rock Asphalt, Aggregate, Shell, Caliche
and Concrete, from the following: Gulf States Asphalt Co.; Humble Oil &
Refining Co.; Uvalde Rock Asphalt Co.; White's Uvalde Mines; Servtex Materials
Co.; C. C. Shell Co., Inc.; Heldenfels Bros.; Claude Hughes; South Texas Materials
Co.; Billy Moore Trucking Co.; and Southwestern Materials Co.
The foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Bids were opened and read on an estimated year's supply of 12", 15"
and 18" Reinforced Concrete Pipe from the following: Brown Supply Co.; Mission
Concrete Pipe Co.; The Southern Co.; and Texcrete Co.

The foregoing bids were tabled for 48 hours as required by the
City Charter, and referred to the City Manager for tabulation and recommendation.
Bids were opened and read on an estimated year's Linen Service re-
quirements, consisting of sheets, pillow cases, dish towels, roll towels and bath
towels, from the following: C. C. Linen Service and South Texas Linen Service.
The foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Mayor McDonald called for the City Manager's reports.
Motion by Barnard, seconded by de Leon and passed, with the exception
of Item "h" as indicated below, that the recommendations and requests of the City
Manager be approved and granted as follows:
a. That a total of $4,264 be appropriated for acquisition of right
of way in connection with Greenwood Drive Improvements, Port to Horne Road, to
cover Parcel #6, Parcel #7, Parcel #9 and Parcel #10, and for title expense, re-
cording fees and related costs;
b. That acceptance and final payment of Estimate #5 in the amount
of $10,129.62 to T. H. Lee for completion of Section 2, Unit V, Westside Sani-
tary Sewer System, be approved;
c. That the award of bid on an estimated year's supply of Fuel Re-
quirements be made as follows: 45,000 gals. Regular Gasoline per month at
$.1565, 5,000 gals. Diesel per month at $.1010, and 4,500 gals. Kerosene per
month at $.1110 to Mobil Oil Company; and 2,500 gals. Premium Gasoline per month
at $.1906 to Key Petroleum Company; for a grand total of $8,523.50; (See Bid
Tabulation #35 in File);
d. That authority to advertise for bids to be received on August
16, 1961, on an estimated year's supply of Meter Boxes, Meter Box Lids, Ex-
tensions, and Manhold Rings and Covers, be granted;
e. That authority to advertise for bids to be received on August
16, 1961, on an estimated year's needs of Policemen's Uniforms, be granted;
f. That the Tax Error and Correction List for July, 1961, be
approved;

g. That changes in voting places and substitution of election per-
sonnel for August 5th Election, be approved as follows:

h. Action on the request of H. L. Jackson to transfer his franchise
on Plantation Pier at the intersection of Avenue A and Fogg Street to Mrs. Eliza-
beth Hale, was deferred and City Manager Whitney requested to obtain information
as to the financial status of the proposed grantee and as to the reason for the
franchise being put in her name only;
i. That the salary of the Judge of the Corporation Court be fixed
by ordinance as required by the City Charter to reflect the provisions of the
budget adopted for the fiscal year;
j. That the request of the City Manager for vacation leave from
August 6 through August 20, 1961, be granted, and that Marvin Townsend be appoint-
ed Acting City Manager during his absence.

SANITARY SEWER SYSTEM, PROJECT NO. 250-54-9.5-2, AS PERFORMED BY THE CONTRACTOR,
T. H. LEE, UNDER HIS CONTRACT DATED JANUARY 21, 1961, AUTHORIZED BY ORDINANCE NO.
6037; AUTHORIZING PAYMENT OF FINAL ESTIMATE NO. 5, A COPY OF WHICH IS ATTACHED

THE STATE OF TEXAS AND APPLICABLE TO PROJECT NO. 11-220-56-24, CROSSTOWN EX-
PRESSWAY, HIGHWAY 286 RELOCATED, A COPY OF WHICH PARCEL LIST IS ATTACHED HERETO

Mayor Mapenald called for petitions or information for the Council on
matters not scheduled on the agenda.
City Secretary Krieg read a petition signed by 74 res#dent* of the creat
requesting that Port Worth Street may be aligned according to an attached drawing.

the map and explained the problem. The petition was ordered received and re-
ferred to the City Manager for study and recommendation.
"Honest John" Bagwell spoke on several matters. He described the con-
dition of Lake Corpus Christi at Mathis due to the over -abundance of lilies,and
urged that they be cleared out and burned before the usefullness of the lake was
destroyed. He complained that the garbage haulers were discriminatory in picking
up the trash in the City and that as the truck travels down a street, one man points
out which pile of trash to pick up and the rest is left. He suggested that portable
burners be used to burn all burnable trash as it was being picked up, and offered
his services in designing and building the burners out of old storage tanks. He
complained that the City orders people to demolish old shacks and dilapidated
buildings, but does not cooperate by hauling away the debris, and suggested that in
connection with houses in the right-of-way that the City designate certain days when
there will be afiretruck standing by while the houses are burned, and that the
City charge $3.00 or $5.00 to each one. He complained of the number of checks
with insufficient funds that small businessmen in the City have to accept, even
though they have sign stating that no checks will be accepted, because the mer-
chandise is unreturnable, as in the case of haircuts, and urged that even if it
were unconstitutional, the Council pass an ordinance prohibiting people from writ-
ing a check with insufficient funds. He complained that the City Police were not
appreciative of the help rendered by citizens, and related an instance of a traffic
accident at which one police officer was tending to the care involved in an acci-
dent, and since the traffic was piling up, "Honest John" had stood out in the street
and directed the traffic, and the police officer had come over and told him to
get out of the street before he got run over. He suggested that the policemen and
firemen be more courteous and appre..tative of the help of citizens. He suggested
that rather than have the citizens of Corpus Christi shoulder all the cost of
the firemens' and plicemens' increase in salaries that was voted for in the re-
cent election, that the City impose a 2 -cent tax on every loaf of bread and every
package of tortillas sold in the City, so that people visiting in the City from

other cities who use our streets and make calls on our police department and
fire department will have to pay a share of the taxes.
Mayor McDonald expressed appreciation for Mr. Bagwell's comments and
public interest and agreed with him as to the necessity of keeping the lake
fairly free of lilies; that the matter of the trash hauling would be investigated
by the City Manager; and that State Statutes protect the public in the matter of
checks with insufficient funds, and such checks should be turned over to the
County Attorney for action; which constituted all of the points that Mr. Bagwell
had made over which the Council had any authority.
Commissioner Barnard requested that a proclamation be issued by the
Mayor recognizing the healthfulness and wholesomeness of Golf as a national and
international sport and proclaiming the week of August 7 through August 13, 1961,
as Golf Week in Corpus Christi in honor of the Professional Golf Association's
competition to be held here in Corpus Christi. Mayor McDonald directed that such
Proclamation be prepared for his signature.
James R. Wells of Flour Bluff, one of the signers of the first peti-
tion for annexation, spoke on the coming election relative to advantages and
and disadvantages, and stated that he was against both incorporation and annexa-
tion. He also asked about the City's plans for the Oso. Mayor McDonald
answered his questions and explained that he would be speaking to the people in
the Flour Bluff area on TV at 5:50 p.m., with reference to the subject; and
that the City has full intentions of developing the 722 acres of land in the
Oso which the State has patented to the City.
There,being no further business to come before the Council, the meet-
ing was adjourned.
