Motion adopting the following Council's official policy:
Have the staff review each RFP before it goes out to determine if local expertise is available. If they
determine it is available, then only solicit from local firms;

If the staff determines that insufficient local expertise exists, they are to document the decision and
obtain approval to solicit RFP's from non-local firms. The 75-percent rule would still be in effect;
If the 75-percent rule cannot be met, the Council should be advised at an early stage for discussion,
etc."
