Mayor Ben F. McDonald called the meeting to order.
The Invocation was given by the Reverend Thomas Morris, Rector of All
Saints Episcopal Church.
Motion by de Leon, seconded by Young and passed that the absence of
Commissioner Swantner be excused for cause.
Motion by de Leon, seconded by Maldonado and passed that the Minutes
of the Regular Meeting of October 18, 1961, and the Special Meeting of October 23,
1961, be approved as furnished to the Council.
Mayor McDonald announced the opening of bids.
Bids were opened and read on 9 items of galvanized Steel Pipe, 1/2"
through 4", from the following: Alamo Iron Works (Corpus Christi); Atlas Bradford
Company (Corpus Christi); C. C. Hardware Company (Corpus Christi); Gulf Supply Co.,
Inc. (Corpus Christi); N. Merfish Plumbing Supply Company (Houston); James M. Motley
& Co., Inc. (Houston); Phoenix Supply Company (Corpus Christi); Pipe Distributors,
Inc. (Houston); Republic Supply Company (Okla. city); SAMSCO (Corpus Christi);
Vinson Supply Company* (Houston); Wallace Company, Inc. (Corpus Christi); Allied
Plumbing Supply (Corpus Christi); and Norvell-Wilder Supply (Corpus Christi).
The foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Mayor McDonald called for the City Manager's Reports.
Motion by Roberts, seconded by Young and passed that the recommenda-
tions and requests of the City Manager be approved as follows:
a. That Plans & Specifications for Marina Improvements, Unit I, con-
sisting of 19 single mooring piles and 2 timber piers at an estimated cost of
$5,850.00, and that advertising for bide to be received November 8, 1961,be approved;
b. That Plans and Specifications for the Relocation of Sanitary Sewer
Lines for Stage #1 of the Crosstown Expressway Project, consisting of approximately
3160 feet of 8" to 30" pipe and appurtenances, extending from Leopard Street to

DRIVE FROM THE WESTERLY BOUNDARY LINE OF PORT AVENUE TO THE NORTHEASTERLY BOUNDARY
LINE O1' HORNE ROAD, AND THE STATEMENTS OF THE NAMES OF THE APPARENT OWNERS, DES-
CRIPTIONS AND NUMBER OF FRONT FEET OF ABUTTING PROPERTY ON SAID STREET WITHIN SAID
LIMITS; DETERMINING AND FIXING THE PORTION OF SAID COSTS, AND THE RATE THEREOF, TO
BE PAID BY AND ASSESSED AGAINST SAID ABUTTING PROPERTY, AND THE REAL AND TRUE OWNERS

AMENDING THE ZONING ORDINANCE OF THE CITY OF CORPUS CHRISTI ADOPTED ON THE 27TH DAY
OF AUGUST, 1937, APPEARING OF RECORD IN VOLUME 9, PAGES 565, ET SEQ OF THE ORDIN-
ANCE AND RESOLUTION RECORDS; A9 AMENDED FROM TIME TO TIME; AND PARTICULARLY AS
WADED BY ORDINANCE NO. 6106, PASSED AND APPROVED ON THE 29TH DAY OF MARCH, 1961,
BY AMENDING THE ZONING MAP BY CHANGING THE ZONING OF BLOCK Al LEXINGTON PLAZA
ADDITION, A SUBDIVISION FILED FOR RECORD ON OCTOBER 17, 1961, IN VOLUME 24, PAGE
46. OF THE MAP RECORDS OF NUECES COUNTY, TEXAS, FROM "R -1B" SINGLE FAMILY DWELLING

ORDINANCE NO. 6313
CHANGING THE NAME OF THAT PORTION OF SAVAGE LANE EXTENDING PROM HIGHWAY 44 TO THE
INTERSECTION OF SAVAGE LANE AND WHELAN DRIVE, AND OF WHELAN DRIVE FROM ITS INTERSEC-
TION WITH SAVAGE LANE TO ITS INTERSECTION WITH UPRIVER ROAD TO "NAVIGATION BOULE-
VARD" IN THE CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS; AND DECLARING AN
EICAGENCY.

Morris Street, and that advertising for bids to be received November 8, 1961, be
approved;
c. That authority to advertise for bids to be received on November 8,
1961, on an estimated 12 -month supply of Lubricated Plug Valves, be granted;
d. That the date of November 22, 1961, be set for Public Hearing on 2
applications for zoning change, the Richter Baking Company and the Renton Construction
Corporation;
e. That authority to advertise for bide to be received on November 15,
1961, on a Mineral Lease on the 100 -acre tract of land owned by the City, same being
the West Side Sewerage Plant Property on Saritoga and Greenwood, be granted.
Mayor McDonald reported to the Council that he had received an appealing
letter from a young citizen, Weegie Warren, daughter of Mr. and Mrs. J. R. Warren, of
4914 Prinston Street, complaining of the uncompleted portion of pavement at the Inter-
section of McArdle and Weber Roads. The letter stated that she and her bicycle had
had to be pulled out of the mud by a neighbor when she was on her way to school.
City Manager Whitney explained that the new pavement had not been torn
up but that it had bean left unpaved in order to install some utilities which could
not be done at the time of the original construction, and promised that the City would
do everything possible to keep McArdle Road in a passable condition during the course
of construction.

DETERMINING THE NECESSITY FOR AND ORDERING THAT THE PORTION OF GREENWOOD DRIVE FROM

ROAD BE IMPROVED; AND REQUIRING TEE DIRECTOR OF PUBLIC WORKS TO PREPARE AND FILE
PLANS AND SPECIFICATIONS FOR THE PROPOSED IMPROVEMENTS; REQUIRING THE CITY SECRE-
TARY TO FILE A NOTICE IN THE OFFICE OF THE COUNTY CLERK OF NUECES COUNTY OF THE ACTION
HEREIN; PROVIDING HOW SUCH IMPROVEMENTS SHALL BE PAID AND DECLARING AN EMERGENCY.

ESTABLISHING FEES FOR USE OF THE TENNIS COURTS AT H. E. BUTT TENNIS CENTER; PROVID-
ING REGULATIONS FOR ISSUANCE OF CARDS AND TICKETS; PROVIDING PENALTIES; PROVIDING
FOR PUBLICATION; AND DECLARING AN EMERGENCY.
The Charter rule was suspended by the following vote: Mayor McDonald,
Commissioners Barnard, de Leon, Maldonado, Roberts and Young, voting "Aye", Commis-
sioner Swantner, absent.

ORDINANCE NO. 6315
CLOSING THE ALLEY IN BLOCK 6, WATER BEACH ADDITION AN ADDITION TO THE CITY OF CORPUS
CHRISTI, =ES COUNTY, TEXAS, SUBJECT TO REOPENING OF SAID ALLEY BY REPEAL OF THIS
ORDINANCE AFTER 120 DAYS FROM THE DATE OF THIS ORDINANCE UNLESS ENCROACHMENTS NOW
EXISTING IN THE EAST 20 FEET OF WATER STREET BE REMOVED ARD SAID AREA FROM WHICH
ENCROACHMENTS ARE REMOVED BE IMPROVED BY CURB, GUTTERS, SIDEWALKS AND PAVEMENT AND
FURTHER, THAT THE PROPERTY OWNERS OF SAID BLOCK 6 AT THEIR OWN EXPENSE REMOVE OR
PROCURE REMOVAL OF ALL UTILITIES OF THE CITY AND PRIVATE -OWNED UTILITIES TO LOCA-
TIONS SATISFACTORY FURTHERMORE, UNLESS ACTUAL CONSTRUCTION OF PERMANENT IMPROVE-
MENTS OF HOTEL OR MOTEL ON THE SOUTH ONE-HALF OF SAID BLOCK 6, ALL BE DONE WITHIN
120 DAYS OF THE PASSAGE OF THIS ORDINANCE; AND DECLARING AN EMERGENCY.

A RECOMMENDED SANITATION ORDINANCE AND CODE FOR DRY MILK PRODUCTS USED IN GRADE'A'
PASTEURIZED MILK PRODUCTS --SUPPLEMENT 1 TO THE MILK ORDINANCE AND CODE --1953 RE-
COMMENDATIONS OF THE PUBLIC HEALTH SERVICE", SAID SPECIFICATIONS AND REQUIREMENTS
PROMULGATED AND ADOPTED BY THE STATE DEPARTMENT OF HEALTH, AND SAID ORDINANCE SHALL
APPLY TO ALL GRADE "A" DRY MILK PRODUCTS PRODUCED, HANDLED, PROCESSED, PACKAGED AND
LABELED, SOLD OR OFFERED FOR SALE WITHIN THE CITY OF CORPUS CHRISTI, SAID REQUIRE-
MENTS BEING ON FILE IN THE OFFICE OF THE CITY SECRETARY AND MADE A PART HEREOF BY
REFERENCE FOR ALL INTENTS AND PURPOSES.

The foregoing ordinance was read for the second time and passed to
its third reading by the following vote: Mayor McDonald, Commissioners Barnard,
de Leah, Maldonado, Roberts and Young, voting "Aye", Commissioner Swantner, absent.
SECOND READING OF AN ORDINANCE MAKING MANDATORY THE PROVISION OF "THE MEAT INSPEC-
TION LAW" (CHAPTER 339, ACTS OF 49TH LEGISLATURE, AS AMENDED) AND THE PROVISIONS OF
THE STATE LAW AND THE REGULATIONS OF INSPECTION AND LABELING OF MEAT AND MEAT PRO-
DUCTS PROMULGATED BY THE STATE BOARD OF HEALTH IN C0NF0RbIITY WITH THE STANDARDS,
SPECIFICATION AND REQUIREMENTS OF SAID ACT AND SAID ACT AND REGULATIONS SHALL APPLY
TO ALL MEAT AND MEAT PRODUCTS PRODUCED, SOLD OR OFFERED FOR SALE WITHIN THE CITY OF
CORPUS CHRISTI, TEXAS.
The foregoing ordinance vas read for the second time and passed to its
third reading by the following vote: Mayor McDonald, Commissioners Barnard, de Leon,
Maldonado, Roberts and Young, voting "Aye", Commissioner Swantner, absent.
Mayor McDonald made mention of the "bottleneck" situation brought about
by the existing arrangement of the one-way designations of Tancahua and Carancahua
Streets. He stated the one-way portion should be extended to Furman or cut back to
Leopard.
City Manager Whitney stated that the Traffic Safety Advisory Board had
recon vended that the one-way designations of Tancahua and Carancahua Streets be ex-
tended to Furman Avenue and that an ordinance will be prepared and presented to the
Council for action next week.
Commissioner Maldonado called the Council's attention to conditions
existing in Ben Garza Park, stating that the Park is too dark and unsafe for pe-
destrains to pass through; that the principal of Southgate School has had to close
school gates which allow entrance to and from the school through the park; that
there are delinquent boys who on occasions have been seen with knives, and that
things are happening there that could not

Mr. William Barrnschiedt, a boat operator on the T -Head, appeared
before the Council and complained that his boat, the Roughneck No. 7, a 42 -foot
commercial boat, had been sunk two weeks ago, stating that his competitors, in
connivance with Marine Officials, had been responsible for the act; that it vas
done because they wanted his choice slip which is located so as to give him first
chance at tourists; that his life savings is tied up in the boat and that he re-
ceived notice two days ago that the City is canceling his slip rental.
Meyer McDonald advised Mr. Barnscheidt to file a sworn complaint with
the Police Department and that they would investigate and if a felony has been
committed the complaint will be heard before a grand jury.
There being no further business to come before the Council, the meeting
was adjourned.
