REGULAR COUNCIL MEETING

Mayor Pro Tem Tom R. Swantner called the meeting to order.
The Invocation was given by Dr. James L. Barnard in the absence of the
invited guest chaplain.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by de Leon, seconded by Maldonado and passed that the absence of
Mayor Ben F. McDonald be excused for cause.
Motion by de Leon, seconded by Young and passed that the minutes of the
regular meeting of November 8, 1961, be approved as furnished to the Council.
Mayor Fro Tem Swantner called for the opening of bids.
Purchasing Agent Jack Ponton informed the Council that no bids had been
received on the Oil, Gas & Mineral Lease on 100.32 acres of land at Westside Sewer
Plant. City Secretary Kring advised the Council that C., H. Horton, who had request-
ed that the lease be advertised for bids, had informed him that his company had
decided not to bid, but that if the City received no bids, his company would pay
the cost of advertising. The matter was referred to the City Manager for recom-
mendation as to any further procedure.
Mr. J. B. Trimble, attorney representing Inland Limousine Service, Inc.,
made formal application for a 5 -year franchise for the purpose of operating taxi-
cabs in the City; pointed out that this company is the holder of a franchise for
providing limousine service between International Airport and points of destination
in the City, and of a franchise for providing limousine sightseeing or tourist ser-
vice within the City, and that this would be a natural supplemental service of a
high quality. He further stated that at the present time, Corpus Christi has only
70 taxicabs licensed as compared to 212 licensed in Austin, 180 in Waco, and 90 in
El Paso, and that he was convinced that the public need and necessity for addi-
tional taxicabs could be shown at the required hearing before the Taxicab Inspector.

Ralph Inglefield, president of Inland Limousine Service, Inc., appeared
in support of the application.
Mayor Pro Tem Swantner suggested that the foregoing presentation be sub-
mitted to the City Manager in writing, and that the Council consider the matter
at the next Workshop Session, at which time Mr. Trimble and/or Mr. Inglefield were
welcome to be present.
Mayor Pro Tem Swantner called for the City Manager's reports.
Motion by Barnard, seconded by Young and passed that the recommendations
and requests of the City Manager be approved and granted as follows:
a. That the award of contract for the Relocation of Sanitary Sewer Lines
for the Crosstown Expressway, Unit 1, be made to T. N. Lee, the low bidder, in the
amount of $39,412.39;
b. That the award of contract for the Corpus Christi Marina Improvements,
consisting of the installation of Piers and Pilings, be made to Austin Bridge Com-
pany, the low bidder, in the amount of $3,653.00;
c. That the awardoof bid on an estimated 12 -months° supply of 16,000 lbs.
#1 White Wiping Rags be made to South Texas Linen Service, the low bidder, in the
amount of $2,880.00; (See Bid Tabulation #60 in File)
d. That the plans and specifications for the Resurfacing of Streets in
the Uptown Area be approved, and that authority to advertise for bids to be re-
ceived on December 6, 1961, be granted;
e. That the request of Philip A. Schraub, in connection with the ground
lease of International Aviation at International Airport, for an extension of
90 days from and after the expiration of the original 6 months° period within
which to begin construction of facilities, be granted;
f. That the date of December 6, 1961, during the regular meeting be set
for public hearing on the zoning application of V. L. Rossi;
g. That the appointment of Derwood Wise as Marina Supervisor and Read of
the Yacht Basin Division of the Department of Parka & Recreation, be approved.

AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF
CORPUS CHRISTI, TO EXECUTE A CONTRACT WITH T. H. LEE, CONTRACTOR, FOR CONSTRUCTION
CONSISTING OF RELOCATION OF SANITARY SEWER LINES FOR UNIT NO. 1 OF THE CROSSTOWN
EXPRESSWAY AND DESIGNATED AS PROJECT NO. 220-56-71; APPROPRIATING OUT OF NO 220
STREET BOND CONSTRUCTION FUND THE SUM OF $44,500.00 OF WHICH AMOUNT $39,412.39 IS
FOR CONSTRUCTION CONTRACT AND $5,087.61 IS FOR ENGINEERING AND CONTINGENCIES, IN-

AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI, TO EXECUTE A CONTRACT WITH THE AUSTIN BRIDGE COMPANY FOR CONSTRUCTION TO
CONSIST OF INSTALLATION OF PIERS AND PILING IN THE CORPUS CHRISTI MARINA FOR THE
AMOUNT OF $3,653.00, SAID FUNDS TO BE OUT OF THE CURRENT CORPUS CHRISTI MARINA
BUDGET, ACTIVITY NO. 4151, CODE 502; AND DECLARING AN EMERGENCY,,

AMENDING THE ZONING ORDINANCE OF THE CITY OF CORPUS CHRISTI ADOPTED ON THE 277TH
DAY OF AUGUST, 1937, APPEARING OF RECORD IN VOLUME 9, PAGES 565, ET SEQ OF THE
ORDINANCE AND RESOLUTION RECORDS, AS AMENDED FROM TIME TO TIME, AND PARTICULARLY
AS AMENDED BY ORDINANCE NO. 6106 PASSED AND APPROVED ON THE 29TH DAY OF MARCH,
1961, BY AMENDING ARTICLE 3, BY ADDING THERETO A NEW SECTION TO BE DESIGNATED AS
SECTION 3-1.67.1, UNDERGROUND SHELTERS; AMENDING SECTION 27-3.01.02 OF THE AFORE-
SAID ZONING ORDINANCE SO AS TO ALLOW CONSTRUCTION OF UNDERGROUND SHELTERS IN ANY
YARD AREA EXCLUDING EASEMENTS; KEEPING IN EFFECT ALL OTHER PROVISIONS OF THE

CLOSING THE HEARING GIVEN TO THE REAL AND TRUE OWNERS OF PROPERTY ABUTTING UPON
GREENWOOD DRIVE FROM THE WESTERLY BOUNDARY LINE OF PORT AVENUE TO THE NORTHEAST-
ERLY BOUNDARY LINE OF HORNE ROAD AS TO SPECIAL BENEFITS TO ACCRUE TO SAID PROP-
ERTY AND THE REAL AND TRUE OWNERS THEREOF BY VIRTUE OF THE IMPROVEMENT OF SAID
STREET WITHIN THE LIMITS DEFINED, AND AS TO ANY ERRORS, AND INVALIDITIES OR IRREG-
ULARITIES IN ANY OF THE PROCEEDINGS OR CONTRACT THEREOF, OVERRULING AND DENYING
ALL PROTESTS AND OBJECTIONS OFFERED, EXCEPT THE CHANGES REFLECTED HEREIN, FINDING
AND DETERMINING THAT THE PROPERTY ABUTTING UPON SAID STREET, WITHIN THE LIMITS DE-

OF CORPUS CHRISTI ON JUNE 18, 1958, RELATING TO THE CORPUS CHRISTI INTERNATIONAL
AIRPORT, SAID AMENDMENT TO BE EXECUTED BY AND BETWEEN THE CITY OF CORPUS CHRISTI
AND THE REGIONAL ADMINISTRATOR OF CIVIL AERONAUTICS ADMINISTRATION, ACTING FOR AND
ON BEHALF OF THE UNITED STATES, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART

RESOLUTION NO. 6338
APPROVING THE APPOINTMENT BY THE CITY MANAGER OF DERWOOD WISE AS MARINA SUPERVISOR
AND HEAD OF THE YACHT BASIN DIVISION OF THE DEPARTMENT OF PARKS AND RECREATION OF
THE CITY OF CORPUS CHRISTI.

Petitions for the Designation of a Public Parking Area between Agnes
and Laredo Streets were received and filed. (See Petition #15 in File)
Mr. Roy Long requested that the Council approve the attendance of the
City's Building Inspector and Zoning & Planning Department Head at the conven-
tion of the National Association of Home Builders, December 3: through 7, 1961,
in Chicago, Illinois, since the program is concerned with building codes and new
ideas of subdivisions.
Mayor Pro Tem Swantner suggested that Mr. Long make his request in
writing to the City Manager for consideration.
There being no further business to come before the Council, the meeting
was adjourned.
