Mayor Fro Tem Tom R. Swantner called the meeting to order.
The Invocation was given by Reverend Jude Anton, O.S.B., of Corpus
Christi Academy.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by de Leon, seconded by Maldonado and passed that the absence
of Mayor Ben F. McDonald, who is representing the City's interest at the I.C.C.
Hearing, be excused for cause.
Mayor Pro Tem Swantner welcomed 6 representatives of the Student Coun-
cil of Baker Junior High School and their sponsor, Mr. Joe Craig, and presented
Certificates of Attendance appointing them Honorary Junior City Commissioners, to
each of the following: Lindsey Green, Merle Devers, Sandy Smith, Alan Byrd, Terresa
Shelton, and Johnny Oliver.
Mayor Pro Tem Swantner welcomed as special guest of the Council, Mr.
Smiley Burnette, presented him with an Honorary Citizen Certificate, a symbolic
Key to the City, and read and presented him a Proclamation proclaiming January 17,
1962, "Smiley Burnette Day" in Corpus Christi. Smiley Burnette has appeared for
27 years with Gene Autrey as "Old Frog" and has been particularly prominent in
publicizing Corpus Christi's Annual Swim Day on January first.
Motion by de Leon, seconded by Young and passed that the minutes of the
regular meeting of January 10, 1962, be approved as furnished to the Council.
Bids were opened and read on an estimated 12 -months' supply of
Aluminum Traffic Sign Blanks of various sizes and shapes, from the following:
Aluminum Co. of America, Houston; Hall Sign & Post, Inc., Bloomington, Ind.; Metal
Goods Corp., Houston; J. T. Ryerson & Son, Inc., Houston; Standard Brass & Mfg.
Co., Houston; Traffic Supplies, Inc., Oklahoma City; and Universal Coatings, Inc.,
Corpus Christi.
The foregoing bids were tabled for 48 hours as required by the City

Charter, and referred to the City Manager for tabulation and recommendation.
Mayor Pro Tem Swantner called for the City Manager's reports.
Motion by Roberts, seconded by Young and passed that the recommenda-
tions and requests of the City Manager be approved and granted, as follows:
a. That acceptance and final payment of Estimate #7 in the amount of
$9,674.00 to Heldenfels Brothers for construction of Aprons, Taxiways and Roads
at International Airport, be approved;
b. That Paving Assessment Certificates in connection with the Green-
wood Drive Street Improvements totaling $45,907.92 be accepted on the following
on the basis of their being homesteads:

c. That authority to advertise for bids to be received on January
31, 1962, on various items of Irrigation Equipment be granted;
d. That authority to advertise for bids to be received on January

31, 1962, on an estimated year°s supply of Miscellaneous Black F. Galvanized Malle-
able Fittings, be granted;
e. That. the Special. Investigative Squad composed of Detective Ted
Bullard, Patrolmen W. H. Dunnam and J. G. Pringle, and Assistant City Attorney
Wayland Pilcher, be officially dissolved; and that the personnel of Detective
Bullard and Patrolmen W. H. Dunnam and J. G. Pringle be reassigned as an Internal
Security Investigative Squad, reporting directly to the Chief of Police, with the
following assigned duties: 1. The production of criminal intelligence, especially
that pertaining to any organized criminal activities; 2. Investigation of com-
plaints lodged against Police Division personnel; 3. Investigation of complaints
or reports concerning destruction, theft, or mieuse of public property; 4. Conduct
background investigations of applicants for employment in the Police Division or
other departments of the City where necessary; and 5. Special investigations as
may be assigned by the Chief of Police and/or the City Manager.
ORDINANCE NO. 6399
APPROPRIATING OUT OF NO. 220 STREET BOND IMPROVEMENT FUND THE SUM OF $31,250.00 FOR
THE ACQUISITION OF FOUR PARCELS OF PROPERTY FOR RIGHT OF WAY REQUIRED BY THE STATE
OF TEXAS AND APPLICABLE TO PROJECT NO. 220-56-24, CROSSTOWN EXPRESSWAY HIGHWAY 286
RELOCATED, A COPY OF WHICH PARCEL LIST IS ATTACHED HERETO AND MADE A PART HEREOF;
AUTHORIZING AND DIRECTING THE CITY MANAGER TO EXECUTE REAL ESTATE SALES CONTRACTS,
FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, FOR THE ACQUISITION OF SAID
PARCELS, WHEN AND ONLY WHEN THE PURCHASE PRICE IS WITHIN THE "APPROVED VALUE" AS

RECEIVING AND ACCEPTING THE CONSTRUCTION OF APRONS, TAXIWAYS AND ROADS AT THE
CORPUS CHRISTI INTERNATIONAL AIRPORT AS PERFORMED BY THE CONTRACTOR, HELDENFELS
BROTHERS, UNDER THEIR CONTRACT DATED JANUARY 18, 1961, AUTHORIZED BY ORDINANCE NO.
6027; AUTHORIZING PAYMENT OF FINAL ESTIMATE NO. 7 IN THE AMOUNT OF $9,674.,00 DATED
DECEMBER 26, 1961, AS PREPARED BY REAGAN AND McCAUGHAN, A COPY OF WHICH IS ATTACHED
HERETO AND MADE A. PART HEREOF, SAID PAYMENT TO BE MADE FROM NO. 245 AIRPORT CONSTRUC-
TION FUNDS PREVIOUSLY APPROPRIATED FOR THIS PROJECT, NO. 245-56-8f-1; AND DECLARING

ORDINANCE NO. 6401
APPROPRIATING AND REAPPROPRIATING OUT OF CODE 502, ACTIVITY 5361 SEWER CONSTRUCTION
OF THE GENERAL FUND 102 THE SUM OF $1000 TO BE PAID TO THE CORPUS CHRISTI INDEPEN-
DENT SCHOOL DISTRICT AS FULL AND FINAL SETTLEMENT OF ALL OBLIGATIONS FOR PAYMENT OF
REIMBURSEMENT OF THE FUNDS PROVIDED IN 1949 BY THE SAID CORPUS CHRISTI INDEPENDENT
SCHOOL DISTRICT FOR THE CONSTRUCTION OF SEWER LINE TO ALICE BORDEN SAVAGE SCHOOL;
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF
CORPUS CHRISTI, TO CANCEL THE AGREEMENT OF JULY 26, 1949, FOR SEWER SERVICE TO

RESOLUTION NO. 6402
FAVORING THE PASSAGE OF 'ALL THE BOND ISSUES SUBMITTED TQHTr VOTERS ON JANUARY
30, 1962(BY THE COUNTY) FOR THE PURPOSE OF. REPAIRING THE DAMAGE TO THE ROARS AND
PUBLIC FACILITIES WASHED OUT AND DESTROYED BY HURRICANE CARLA, AND URGING ALL
QUALIFIED VOTERS TO VOTE.
The Charter rule was suspended by the following vote, Mayor McDonald,
absent; Commissioners Swantner, Barnard, de Leon, Maldonado, Roberts and Young,
all present and voting "Aye".
The foregoing Resolution was passed by the following vote: Mayor
McDonald, absent; Commissioners Swantner, Barnard, de Leon, Maldonado, Roberts
and Young, all present and voting "Aye".
Commissioners Roberts and Maldonado submitted a Progress Report on the
work of the Interim Water Advisory Board, and emphasized the cooperation and effi-
ciency of the work done by the City Staff in the preparing the necessary material
for the Board's use in negotiations.

Motion by de Leon, seconded by Barnard and passed that the fore-
going report be accepted, and the committee and City Staff be commended for the
work they have so diligently performed on this assignment.
No one appeared in response to the Mayor Pro Tem Swantner's invita-
tion to anyone in the audience with petitions or information for the Council on
matters not scheduled on the agenda to come forward and be heard.
There being no further business to come before the Council, the meet-
ing was adjourned.
