Roberts Jim Young REGULAR COUNCIL MEETING May 2, 1962 2:00 P.M. City Manager Herbert W. Whitney Ass't City Attorney Wayland Pilcher City Secretary T. Ray Kring Mayor Ben F. McDonald called the meeting to order. The Invocation vas given by Reverend Jude Anton, 0.S.B., of Corpus Christi Academy. City Secretary T. Ray Kring called the roll of those in attendance. Motion by de Leon, seconded by Maldonado and passed that the minutes of the regular meeting of April 25, 1962, and of the special meeting of April 30, 1962, be approved as furnished to the Council. Mayor McDonald welcomed as special guests of the Council, the Baseball Team of Corpus Christi Academy, their Athletic Director, Father Jude Anton, and their Coach, Shelby Cole, who introduced the individual members of the Team. Mayor McDonald read the following Resolution of Commendation: RESOLUTION NO. 6503 COMMENDING AND CONGRATULATING THE CAVALIERS OF THE CORPUS CHRISTI ACADEMY HIGH SCHOOL ON THE DISTINCTION OF BEING DECLARED CHAMPIONS IN BASEBALL OF THE TEXAS CATHOLIC INTERSCHOLASTIC LEAGUE AND ON THE HONOR BROUGHT TO THEMSELVES AND THE CITY, The foregoing resolution was signed by each member of the Council as evidence of having been passed and approved. Mayor McDonald requested that the names of the boys on the Baseball Team being honored today be entered in the official minutes, as follows: Ray Dulak, Charles Meredith, Jay F. Robinson, Robert Hurt, Bill Wilems, James Dittlinger, Daniel Sawada, Nick Montini, Andrew Terry, Benny Nemec, Robert Salinor, Mandy Medina, Larry Kelly, Romeo Garcia, and Jesse Fuentes. Mayor McDonald issued a proclamation proclaiming the week of May 6, through May 12, 1962, as Youth Fitness Week in Corpus Christi, and urging our citizens to observe and participate in personal fitness programs. Mayor McDonald issued a proclamation proclaiming May 5, 1962, as Cinco de Mayo Day in Corpus Christi, and urging celebration of the day in an appropri- ate manner utilizing the occasion to cement and perpetuate the relationship to • • • • Regular Council Meeting May 2, 1962 Page 2 the greater honor and glory of God and happiness of our people. Mayor McDonald requested that Commissioners Maldonado and de Leon convey the foregoing proclamation to the Mexican Consul. Mayor McDonald announced the opening of bids. Bids were opened and read on 21 items totaling approximately 2,099 pieces of Weld Fittings, consisting of caps, ells, reducers, and flanges in various sizes, from the following: Alamo Iron Works (Corpus Christi); Gulf Supply Co., Inc. (Corpus Christi); HOMO (Corpus Christi); Jones & Laughlin Supply Div. (Houston); Maintenance Engineering Corp. (Corpus Christi); McAllen Pipe & Supply Co., Inc. (Corpus Christi); 011 Well Supply (Corpus Christi); The Rohan Co., Inc. (Waco); SAMSCO (Corpus Christi); Superior Iron Works & Supply Co. (Corpus Christi); Viking Supply Corp. (Houston); and Wallace Co., Inc. (Corpus Christi). The foregoing bids were tabled for 48 hours as required by the City Charter, and referred to the City Manager for tabulation and recommendation. Mayor McDonald called for the City Manager's Reports. Motion by Young, seconded by Swantner-and passed that the City Manager's reports be accepted, with the exception of Item "a" which was withdrawn, and that the recommendations and requests be approved and granted, as follows; a. (Withdrawn for further information and study with respect to the cost figures for painting and maintenance of the steel pipe in connection with the construction of the Holly Road Reservoir and Pumping Plant); b. That the final report submitted by Harrington & Cortelyou on the Re- placement of the Bascule Bridge project, which includes all elements of cost and the apportionment thereof between the City and the Federal Government, be accepted and approved, and forwarded to the Army Corps of Engineers for final audit and completion of payment; c. That permission be granted, in connection with the new building construction at Petroleum Tower, to extend drilled footings approximately 8" out from the property line at approximately 30' below the sidewalk grade at 3 loca- tions along Carancahua Street, 6 along Antelope Street, and 1 at the intersection of Carancahua & Antelope, and to use a 6'6" x 12' portion of the public sidewalk area for an elevator serving the basement area, all as shown on plans submitted, subject to no objection by reason of existing utilities by Central Power & Light Co., and Southwestern Bell Telephone Co.; • • Regular Council Meeting May 2, 1962 Page 3 • d. That termination of the lease with Leonard Nisenson, DBA Certified Cleaners & Laundry, for use of a small tract of land adjacent to Fire Station #1, for a laundry pickup station, be approved; e. That authority to advertise for bids to be received on May 16, 1962, on a year's supply of Commercial Fertilizer be granted; f. That authority to advertise for bids to be received on May 16, 1962, on a year's supply of Coating & Wrapping of Steel Pipe be granted; g. That authority to advertise for bids to be received on May 16, 1962, on a year's supply of Sever Tile and Fittings be granted; h. That authority to advertise for bids to be received on May 16, 1962, on a year's supply of M.J. Gate Valves be granted; i. That authority to advertise for bids to be received on May 16, 1962, on a year's supply of Erase Service Fittings be granted; J. That authority to advertise for bids to be received on May 16, 1962, on a year's supply of Anodes be granted; k. That the plans and specifications for construction of a small sani- tary sewer lift station to be constructed on Brownlee Boulevard at Interstate Highway #37, be approved, and authority to advertise for bids to be received on May 23, 1962, be granted. ORDINANCE NO. 6504 AMENDING AN ORDINANCE ENTITLED "AMENDING THE RULES AND REGULATIONS OF THE CIVIL SERVICE BOARD AND THE CITY OF CORPUS CHRISTI BY ADDING ARTICLE XX PROVIDING FOR THE ADOPTION AND ADMINISTRATION OF !'ukPOSITION CFgSIFICATION PLAN FOR ALL OFFICES AND POSITIONS IN rtt CLASSIF'IMG'SERVICE", BEING ORDINANCE NO. 3658, PASSED AND APPROVED BY THE CITY COUNCIL ON FEBRUARY 10, 1954, Br DELETING THE CLASS TITLE OF CURB AND GUTTER EDCPEDITOR" FROM THE GENERAL ADMINISTRATIVE SERIES OF THE ADMINISTRATIVE AND CLERICAL GROUP; BY ADDING TO THE GENERAL ADMINISTRATIVE SERIES OF THE ADMINISTRATIVE AND CLERICAL GROUP A NEW CLASS TITLE OF "PAVING CO- ORDINATOR", IN CLASS GRADE 24; BY ADDING TO THE OFFICE AND MACHINE OPERATION SERIES OF THE ADMINISTRATIVE AND CLERICAL GROUP A NEW CLASS TITLE OF "ELECTRONIC COMPUTER PROGRAMER", IN CLASS GRADE 23; PROVIDING A SAVINGS CLAUSE; AND DECLARING AN EMERGENCY. The Charter rule was suspended by the following vote: Mayor McDonald, Commissioners Swantner, Barnard, de Leon, Maldonado, Roberts, and Young all present and voting "Aye". TO THE CITY OF CORPUS CHRISTI, TEXAS, AN AREA ADJACENT TO TFn' PRESENT CITY LIMITS LINE, CONSISTING OF INDUSTRIAL HEIGHTS NO. 1, AND AN AREA FIVE FaT (5') IN WIDTH ABUTTING THE SOUTH LINE OF HIGHWAY 9 EXTENDING BE- TWEEN SAID INDUSTRIAL HEIGHTS NO. 1 ADDITION AND THE PRESENT CITY LIMITS LINE OF THE CITY OF CORPUS CHRISTI, ALL AS DESCRIBED IN THAT CERTAIN AGREEMENT ATTACHED TO AND MADE A PART OF ORDINANCE NO. 646, PASSED AND APPROVED MARCH 7, 1962, IN ACCORDANCE WITH THE TERMS OF SAID AGRENN T; DECLARING THE SAME A PART OF THE CIT! OF CORPUS CHRISTI AND SUBJECT TO THE CONDITIONS, RULES, REGULATIONS, ORDIN- ANCES AND CHARTER OF THE CITY OF CORPUS CHRISTI; TEXAS; PROVIDING FOR THE PUBLI- CATION OF THIS ORDINANCE AT LEAST ONE TIME IN A NEWSPAPER PUBLISHED IN THE CITY OF CORPUS CHRISTI. The foregoing ordinance was read for'the third time and passed finally by the following vote: Mayor McDonald, Commissioners Swantner, Barnard, de Leon, Maldonado, Roberts, and Young all present and voting "Aye". SECOND READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE A LEASE AGREEMENT WITH THE 050 LITTLE LEAGUE, LEASING TO TRT SAID OSO LITTLE LEAGUE A FIVE ACRE TRACT OF LAPD IN SOUTH GUTH PARK FOR THE PURPOSE OF ESTABLISHING AND MAINTAINING A RECREATIONAL AREA, A COPY OF WHICH AGREEMENT IS ATTACHED HERETO AND MADE A PART HEREOF. The foregoing ordinance was read for the second time and passed to its third reading by the following vote: Mayor McDonald, Commissioners Swantner, Barnard, de Leon, Maldonado, Roberts, and Young all present and voting "Aye". SECOND READING OF AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO EX- ECUTE, FOR AND ON BEHALF OF THE CITY OR CORPUS CHRISTI, AN AGREEMENT WITH C. G. GLASSCOCK WHEREBY THE CITY WILL PROVIDE UTILITY SERVICE TO THE C. G. GLASSCOCK PROPERTY, LOCATED EAST OF OCEAN DRIVE AND SHORELINE BOULEVARD IN THE CITY OF CORPUS CHRISTI, AND SAID C. G. GLASSCOCK WILL IMPROVE A PORTION OF SAID AREA, ALL AS MORE FULLY DESCRIBED IN THE. AGREEMENT, A COPY OF WHICH IS ATTACHED HERE- TO AND MADE A PART HEREOF, SAID AGREEMENT TO BE IN LIEU OF THE AGREEMENT BETWEEN THE CITY AND C. G. GLASSCOCK DATED OCTOBER 28, 1960. The foregoing ordinance was read for the second time and passed it its third reading by the following vote: Mayor McDonald, Commissioners Swantner, Barnard, de Leon, Maldonado, Roberts, and Young all present and voting "Aye". Mayor McDonald excused himself from the meeting, and turned the Chair over to Mayor Pro Tem Swantner. Motion by Barnard, seconded by de Leon and passed that the Traffic Safety Advisory Board and the Traffic Engineering Department be requested to in- clude in their study of speed limits with the idea of establishing a more real- istic speed for various streets, recommendation with respect to South Staples, Alameda, Highway 44, Highway 9, and Lexington Boulevard, and that such study and recommendation be expedited as much as possible. • • Regular Council Meeting May 2, 1962 Page 5 • Commissioner Young requested that recommendation and plans for making Brawner Parkway a one-way street similar to Louisiana, be submitted to the Council so that it may be accomplished in time for school opening in the Fall, if possible. Mayor Pro Tem Swantner invited anyone in the audience with petitions or information for the Council to come forward and be heard. No one appeared to be heard. There being no further business to come before the Council, the meet- ing was adjourned.
