REGULAR COUNCIL MEETING
July 25, 1962

Mayor Ben F. McDonald called the meeting to order.
The Invocation was given by Mr. Patrick Parish, Minister of the Park-
way Church of Christ.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Roberts, seconded by de Leon and passed that Commissioner
Swantner be excused for cause.
Motion by de Leon, seconded by Barnard and passed, that the minutes of
the Regular Council Meeting of July 18, 1962, be approved as furnished to the
Council.
Mayor McDonald recognised Mr. Kazuyoshi Gunji, Staff Photographer for
the Caller -Times Publishing Company, who has just returned from a visit to his
homeland and Yokosuka, Japan, adopted sister City of Corpus Christi. Mr. Gunji
took a symbolic key to the City and greetings from Corpus Christi. He brought
back for the Mayor greetings and gifts from the Mayor of Yokosuka, Masayoshi Nagano,
and a letter acknowledging receipt of the mementos sent by Mayor McDonald.
Mayor McDonald called for the City Manager's Reports.
Motion by Young, seconded by Roberts and passed that the City Manager's
Reports be accepted, and the reccassendations and requests be approved and granted,
as follors:
a. That authority be granted to issue an addendum extending the bidding
time by one week, to August 8, 1962, on the Westport Area Drainage Project, so
that adequate time may be allowed the Public Works Department to prepare alternate
plans, which according to the contractors who have taken out plans, a considerable
saving to the City will result from the change;
b. That the General Fund be reimbursed for engineering costs appli-
cable to bond projects for the last 3 months for the 1961=62 fiscal year, as
follows: from No. 220 Street Fund, $8,911; No. 295 Storm Sewer Bond Fund, $15,469;

and No. 250 Sever Fund, $4,316; making a grand total for all projects the sum of
$28,696;
c. That the bid award on a 12 -month supply of Fuel requirements, con-
sisting of 20,000 Gals. Premium Gasoline; 29,100 Gals, Diesel; and 23,600 Gals.
Kerosene, be made to Mobil 011 Company on the basis of low bid meeting specifica-
tions, for a total of $12,225.00; (Bid Tabulation #60 in File)
d. That the application of John L. Tompkins for an Interim Zoning Permit
to erect two 4' x 8' free standing signs on Lexington Avenue to advertise Peary
Place Subdivision, be approved;

TARY SEWER FUND, SAID AMOUNTS TO SUPPLEMENT FUNDS IN THE TOTAL AMOUNT OF $9,127.00
REMAINING FROM PREVIOUS APPROPRIATION FOR ENGINEERING, AND AS REQUIRED TO REIMBURSE
THE GENERAL FUND NO. 102, CURRENT FUND, FOR ENGINEERING CHARGES RENDERED DURING
THE LAST THREE MONTHS OF TSE CURRENT FISCAL YEAR, BEING MAY 1, 1962, THROUGH JULY
31, 1962; AUTHORIZING REIMBURSEMENT OUT OF FUNDS HERETOFORE AND HEREBY APPROPRIATED

The Chatter rule vas suspended by the following vote: Mayor McDonald,
Commissioners Barnard, de Leon, Maldonado, Roberts and Young, present and voting

The foregoing ordinance was passed by the following vote: Mayor McDonald,

ORDINANCE No. 6579
AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI, TO ACCEPT AN EASEMENT FROM THE CORPUS CHRISTI ENDEPENDENT SCHOOL DISTRICT,
ACTING BY AND THROUGH ITS PRESIDENT, SAID EASEEIENT BEING SITUATED IN PARR PLAZA
ADDITION TO THE CITY OF CORPUS CHRISTI, NUECES COUNTY, TEXAS, TO BE USED FOR PUBLIC
STREET RIGHT OF WAY PURPOSES, SAID TRACT OF LAND BEING MORE PARTICULARLY DESCRIBED
IN A COPY OF THE EASEMENT FROM SAID SCHOOL DISTRICT, ATTACHED HERETO AND MADE A
PART HEREOF; AND DECLARING AN EMERGENCY.
The Charter rule was suspended by the following vote: Mayor McDonald,

THIRD READING OF AN ORDINANCE RECEIVING IN AND ANNEXING TO THE CITY OF CORPUS
CHRISTI, TEXAS, AN AREA ADJACENT TO THE PRESENT CITY LIMITS LINE, BEING A PORTION
OF LOT 22, SECTION 13, FLOUR BLUFF AND ENCINAL FARM AND GARDEN TRACTS, PLAT OF SAID
PARCEL OF LAND BEING RECORDED IN VOLUME 25, AT PAGE 12, OF THE MAP RECORDS OF
NUECES COUNTY, TEXAS, ALL AS DESCRIBED IN THAT CERTAIN AGREEMENT ATTACHED TO AND
MADE A PART OF ORDINANCE N0. 6536, PASSED AND APPROVED JUNE 6, 1962, IN ACCORDANCE
WITH THE TERMS OF SAID AGREEMENT; DECLARING THE SAME A PART OF THE CITY OF CORPUS
CHRISTI AND SUBJECT TO THE CONDITIONS, RULES, REGULATIONS, ORDINANCES AND CHARTER
OF THE CITY OF CORPUS CHRISTI, TEXAS; PROVIDING FOR THE PUBLICATION OF THIS
ORDINANCE AT LEAST ONE TIME IN A NEWSPAPER PUBLISHED IN THE CITY OF CORPUS CHRISTI.
The foregoing ordinance vas read for the third time and passed finally
by the following vote: Mayor McDonald, Commissioners Barnard, de Leon, Maldonado,
Roberts and Young, present and voting "Aye", Commissioner Swantner, absent.
SECOND READING OF AN ORDINANCE ORDERING AN ELECTION TO BE HELD IN THE CITY OF
CORPUS CHRISTI, TEXAS, FOR THE PURPOSES OF DETERMINING WHETHER OR NOT THE TERRI-
TORY ADJACENT TO THE CITY OF CORPUS CHRISTI AND DESCRIED) HEREIN SHALL BE ANNEKED
TO THE CITY OF CORPUS CHRISTI AND FIXING NEW BOUNDARIES FOR THE CITY OF CORPUS
CHRISTI; DEFINING THE TERRITORY PROPOSED TO BE ANNEXED; PROVIDING PROCEDURE FOR
THE HOLDING OF SUCH ELECTION; SETTING A DATE FOR SAID ELECTION AND ENACTING PRO-
VISIONS INCIDENT TO AND RELATING TO THE PURPOSE OF THIS ORDINANCE.
The foregoing ordinance was read for the second time and passed to its.
third reading by the following vote: Mayor McDonald, Commissioners Barnard,
de Leon, Maldonado, Roberts and Young, present and. voting "Aye", Commissioner
Swantner, absent.
Mayor McDonald called for petitipns or information from the audience
on matters not scheduled on the agenda.
Mrs. Jo Ann Carlson, 302 Cole Street, appeared and presented the Council ,
with a petition containing approximately 75 signatures, protesting the recommenda-
tion of the Traffic Safety Advisory Board',rhich proposes the establishment.of-
a one-way street pattern on Third and Santa Fe streets as a continuation of the
Tancahua-Carancahua one-way system, for the reason that they feel there is no
public necessity which requires such a traffic pattern, and that it would work
a hardship upon the owners of property bordering upon said streets, causing
depreciation of property values in the area. (Petition #8 in File)
Mrs. Carlson was advised that the petition would be filed with the City
Secretary and brought before the Council's workshop meeting at the earliest
opportunity for study, but that action would be deferred until after the realign-
ment of Third Street to Carancahua at Hancock.

Mr. John L. Tompkins, local realtor and successful bidder on the Peary
Place Naval Housing Project, appeared and asked the Council to delete Peary Place
Subdivision from the present annex atioacordinance now under consideration, due to
present plans and consistent with recommendations regarding mutual agreements con-
sidered by the City Staff and the Zoning and Planning Commission, and requested
that the Council proceed to annex the area by contract so that they can go ahead
with their orderly program of development. (Council Exhibit #13 in Pile)
Mayor McDonald advised Mr. Tompkins that his request would be taken under
advisement.
City Manager Whitney presented for the Council's consideration an amend-
ment to the Annexation Ordinance of first reading, April 30, 1962.
Motion by Barnard, seconded by de Leon and passed that the Annexation
Ordinance, passed on first reading on April 30, 1962, be amended by changing that
part of Section 1 preceding the description to hereafter read as follows: "Section 1.
That an election be held on the last Saturday next preceding the expiration of 60 days
following the date of final passage of this ordinance within the City of Corpus
Christi and that there be submitted at said election to the qualified voters of said
City the question of whether or not certain territory should be annexed to the City
of Corpus Christi, Texas, said territory being described generally as hereinafter
set forth and more particularly described as follows;".
Mayor McDonald recognized and welcomed Mr. Fred Robbins, City Manager of
Aransas Pass, who was present in the audience.
There being no further business to come before the Council, the meeting
was adjourned.
