Barnard J. R. de Leon W. J. Roberts Jim Young City Manager Herbert W. Whitney City Attorney I. M. Singer City Secretary T. Ray Kring Mayor Pro Tem Tom R. Swantner called the meeting to order. The Invocation was given by Dr. James L. Barnard in the absence of the invited Guest Chaplain. City Secretary T. Ray Kring called the roll of those in attendance. Motion by Roberts, seconded by Young and passed that the absence of Mayor Ben F. McDonald and of Commissioner M. P. Maldonado be excused for cause. Motion by de Leon, seconded by Young and passed that the minutes of the regular meeting of August 22, 1962, be approved as furnished to the Council. Mayor Pro Tem Swantner read and signed a proclamation proclaiming September 3, 1962, as Labor Day in the City of Corpus Christi, calling upon all citizens of our community to properly and appropriately observe this important occasion; and read and signed a proclamation proclaiming the week of September 3rd through September 9th, 1962, as Union Label Week in the City of Corpus Christi, calling upon all citizens to observe this week as a tribute to organized labor. The foregoing proclamations were accepted by a representative of Labor. City Manager Whitney asked what was the Council's pleasure with regard to its regular Workshop Session for Labor Day evening, and the Council decided to hold the Workshop Session on Tuesday evening, September 4th. Mayor Pro Tem Swantner called for the City Manager's Reports. Motion by Young, seconded by de Leon and passed that the City Manager's Reports be accepted, and the recommendations and requests be approved and granted as presented, as follows: a. That the plans and specifications for construction of Section 5 of Unit V of the Westside Sewer System, be approved, and that authority to advertise for bids to be received on September 19, 1962, be granted; b. That Change Order #3 to Bur -Tex Constructors, Inc. for a reduction in the sum of $6,950.00 in connection with the contract for the construction of Holly Road Reservoir Pumping Plant, be approved; that authority to issue a pur- • City of Corpus Christi, Texas Regular Council Meeting August 29, 1962 Page 2 chase order to Tex-Mex Railroad in the sum of $6,950.00 for construction of the railroad spur in connection with this project be approved; and that the reappro- priation of funds to cover the purchase order, be approved; c. That authority to advertise for bids to be received on September 12, 1962, on Bronze Gate Valves, be granted; d. That the draft of the invitation to submit preliminary proposals for the development by private interests of the publicly owned lands of the Cayo Del Oso be approved, and that such preliminary proposals be received and considered by the City Council on or before October 1, 1962; e. That the City Manager's Report to the Council of Answers to Questions Contained in the Naismith Report to the Corpus Christi Civic Research Association relating to the proposed annexation of additional territory, be accepted. ORDINANCE NO. 6612 AUTHORIZING CHANGE ORDER NO. 3, DATED AUGUST 17, 1962, AS PREPARED BY REAGAN AND MC CAUGEAN IN THE DEDUCTIBLE AMOUNT OF $6,950.00, APPLICABLE TO BUR -TEC CONSTRUCT- ORS, INC. CONTRACT FOR CONSTRUCTION OF THE HOLLY ROAD RESERVOIR AND PUMPING PLANT, PROJECT NO. 202-59-23.2, A COPY OF WHICH CHANGE ORDER IS ATTACHED HERETO AND MADE A PART HEREOF; APPROVING IN LIEU THEREOF, THE ISSUANCE OF A PURCHASE ORDER TO TEX- MEX RAILROAD FOR THE CONSTRUCTION OF A RAILROAD SPUR, WHICH IS HEREBY DELMmD FROM BUR-TEX CONSTRUCTORS CONTRACT BY THE AFORESAID CHANGE ORDER; REAPPROPRIATING OUT OF NO. 202 WATER CONSTRUCTION FUNDS THE AMOUNT OF $6,950.00 PREVIOUSLY APPROPRIATED BY ORDINANCE NO. 6506, SAID AMOUNT HEREBY REAPPROPRIATED TO DEFRAY COSTS OF WORK TO BE DONE BY TEX-MEX RAILROAD UNDER THE AFORESAID PURCHASE ORDER; AND DECLARING AN EMERGENCY. ORDINANCE N0. 6613 AUTHORIZING AND DIRECTING THE CITY MANAGER, FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO EXECUTE AN AGREEMENT BETWEEN THE CITY AND HARRINGTON AND CORTELYOU, A PARTNERSHIP COMPOSED OF FRANK M. CORTELYOU, E. M. NEWMAN AND F. M. CORTELYOU, JR., FOR THE ENTERING INTO A 30 -YEAR LEASE BETWEEN THE CITY AND SAID HARRINGTON AND CORTELYOU, SUBJECT TO THE APPROVAL OF THE QUALIFIED VOTERS OF THE CITY, FOR A PORTION OF CITY PROPERTY FORMERLY KNOWN AS CLIFF MAUS AIRPORT FOR THE ESTABLISHMENT AND MAINTENANCE OF A GOLF COURSE AND ACCESSORY FACILITIES, A COPY City of Corpus Christi, Texas Regular Council Meeting August 29, 1962 Page 3 OF WHICH AGREEMENT AND ATTACHED PROPOSED LEASE IS ATTACHED HERETO AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY. LEHMAN, COVERING 45.9 ACRES OF LAND LOCATED ON THE WEST - SIDE SEWER PLANT SITE, FOR FARMING AND AGRICULTURAL PURPOSES, IN ACCORDANCE WITH THE TERMS AND PROVISIONS OF SAID LEASE AGREEMENT, SAID AGREEMENT BEGINNING AUGUST 15, 1962, AND ENDING AUGUST 14, 1967. Mayor Pro Tem Swantner called for petitions or information from the audience on matters not scheduled on the agenda. • City of Corpus Christi, Texas Regular Council Meeting August 29, 1962 Page 6 Mrs. Levi Mattern, 325 Ohio, commented on the crumbling wall where sewer lines are emptying into the Bay at Cole Park, and suggested that instead of the City rebuilding the wall, that the City build a pleasure pier extending from Cole Park out into the Bay with a refreshment concession and sheltered benches, and that the cost of building could be paid for out of revenues received from the concession stand and those people using the pier paying a nominal ad- mission charge. Mr. and Mrs. R. R. Blankert commented on the recreational advantages of such a pier for the citizens and the attraction for tourists. Commissioner Young requested that City Manager Whitney look into and report on the possibility of amending the zoning ordinance with regard to basic minimum construction standards required in residential zoning classifications. There being no further business to come before the Council, the meet- ing was adjourned.
