SPECIAL COUNCIL MEETING
September 25, 1962

Mayor Ben F. McDonald called the meeting to order.
City Secretary T. Ray Kring called the roll of those in attendance.
Motion by Maldonado, seconded by de Leon and passed that the absence
of Commissioner Tom R. Swantner be excused for cause.
Mayor McDonald announced the purpose of the special meeting was for
a Joint Public Hearing with the Zoning & Planning Commission on the application
of Pharoah Enterprises Ltd. for such Joint Public Hearing for a change of zon-
ing from "R -1B" One -family Dwelling District to "B-1" Neighborhood Business
District, on Tract 1, a 2.6 -acre, more or less, tract of land out of Lot 25,
Section 17, Flour Bluff & Encinal Farm & Garden Tracts, and Tract 2, a 5 -acre,
more or less, tract of land out of Lot 24, Section 17, Flour Bluff & Encinal
Farm & Garden Tracts; for a change of zoning from "R -1A" One -family Dwelling
District to "A-1" Apartment House District on Tract 3, a 3.1 -acre, more or less,
tract of land out of Lot 1, Section 29, Flour Bluff & Encinal Farm & Garden
Tracts; and for a change of zoning from "R -1A" One -family Dwelling District to
"AT" Apartment -Tourist District on Tract 4, a 7.2 -acre, more or less, tract of
land out of Lot 1, Section 29, Flour Bluff & Encinal Farm & Garden Tracts.
Earl Goetsch, Senior Planner, presented the case, located the property
described in the application on the map, and pointed out the surrounding land
uses of the area.
Frank Peerman, owner and applicant, explained the plan for development
of the area involved for a recreational -residential area with golf course, swim-
ming pool and tennis courts as indicated on a preliminary plat of the property.
Assistant City Attorney Wayland Pilcher called attention to an apparent
boundary discrepancy on the preliminary plat, advised that the City not waive the
matter„

No one appeared in opposition to the application.
Motion by Barnard, seconded by Young and passed that the hearing be
closed.
Mayor McDonald declared a recess in order to await the deliberations
and recommendations of the Zoning & Planning Commission.
The meeting vas reconvened after a brief recess, and Mayor McDonald
announced the recommendation of the Zoning & Planning Commission was that the
application be approved subject to the filing of a proper plat.
Motion by de Leon, seconded by Maldonado and passed that the recom-
mendation of the Zoning & Planning Commission be concurred in, and the zoning
on Tract 1, a 2.6 -acre, more or less, tract of land out of Lot 25, Section 17,
Flour Bluff & Encinal Farm & Garden Tracts, and on Tract 2, a 5 -acre, more or
less, tract of land out of Lot 24, Section 17, Flour Bluff & Encinal Farm &
Garden Tracts, be changed from "R -1B" One -family Dwelling District to "B-1"
Neighborhood Business District; that the zoning on Tract 3, a 3.1 -acre, more
or leas, tract of land out of Lot 1, Section 29, Flour Bluff & Encinal Farm &
Garden Tracts, be changed from "R -1A" One -family Dwelling District to "A-1"
Apartment House District; and that the zoning on Tract 4, a 7.2 -acre, more or
less, tract of land out of Lot 1, Section 29, Flour Bluff & Encinal Farm &
Garden Tracts, be changed from "R -1A" One -family Dwelling District to "AT"
Apartment -Tourist District; all subject to approval of the filing of an appro-
priate final plat.
There being no further business to come before the Council, the special
meeting was adjourned.
