Mayor Ben F. McDonald called the meeting to order.
The Invocation was given by Major A. J. Anderson, Chaplain, Salvation
ArmlY.
City Secretary T. Ray Kring called the roll of those in attendance.
Mayor McDonald welcomed as special guests of the Council, the following
students from W. B. Ray High School, and Commissioner Maldonado presented them
with Certificates of Attendance designating them as Honorary Junior City Commiis-
sioners: Bill Harrison, Student Council President; Faith Knaffle, Vice -President;
Karen Alsen, Recording Secretary; Nancy Sharp, Corresponding Secretary; Danny
Davis, Treasurer and President of the Southern Association of Student Councils;
and Bobby Thorpe, Co-chairman of the Safety & Improvement Committee.
Mayor McDonald read and signed a proclamation proclaiming the week of
November 11 through November 20, 1962, as National Retarded Children's Week in
Corpus Christi, and urging support of the National Association for Retarded
Children and its local unit, Corpus Christi Council for Retarded Children, in
their important mission. The proclamation was accepted by Mrs. Evelyn Higgins,
President of the Corpus Christi Council for Retarded Children; Mrs. George Wilson;
and Mrs. Carl Duane, President of the Corpus Christi Habilitation Association.
Mayor McDonald read and signed a proclamation proclaiming the period
from November 18 to November 24, 1962, as Know Your America Week in Corpus Christi,
calling on all the citizens to contribute freely of their time and resources to
participate in the commemoration in order to preserve human freedom and defeat
communism. In accepting the proclamation, Fred Alford, Acting Chairman of the
Committee on Americanism, on behalf of the 38 local organizations sponsoring
"Know Your America Week" this year in Corpus Christi, acknowledged Mayor McDonald's
support as Honorary Chairman of the Week which begins Sunday, November 18, with a

presentation of s new Flag to the City by American Legion, Post 364, Bill Roper
Post, at 2:00 p.m., in Sherrill Park, and requested that at least one member of
the Council be present to accept the Flag on behalf of the City.
Mayor McDonald announced that since the Council has not had an oppor-
tunity to read the minutes furnished to them of the regular meeting of November
7, 1962, action on this item would be deferred.
Mayor McDonald announced the opening of bids.
Bids were opened and read on construction of the Oso Sewage Treatment
Plant Enlargement, 5 MGD Activated Sludge Unit, from the following: Heldenfels
Brothers; J. C. Evans Construction; Bur -Tex Constructors, Inc.; Graham Construc-
tion Co.; and Mitchell Darby Construction Co.
Assistant City Manager R. Marvin Townsend presented a communication to
City Manager Whitney, dated November 14, 1962, from Jack Graham, Director of
Public Works, in which he reviewed the questions of legality and of procedures
involved in the determination of wage rates to be incorporated in a public works
job, and particularly as it relates to the proposed Oso Sewage Treatment Plant
Rnl.rgement. Mayor McDonald directed that copies of the foregoing communication
be made available for interested parties, and stated that the Council will re-
view the matter in the light of facts presented to it in order to resolve the
conflict as to determination of wage rates and proper job classification; and
Commissioner Maldonado suggested that Mayor McDonald appoint a committee of two
or "three engineers to review and study the matter and make recommendation, if
possible with the next few days, in view of the time element involved in awarding
the contract.
The foregoing bids were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.
Bids were opened and read on 11 items of Gas and Water Meters from the
following: American Meter Co. (Garland); Rockwell Mfg. Co. (Houston); The
Sprague Meter Co. (Houston); Badger Meter Mfg. (Milwaukee); Hersey-Sparling
Meter (Dedham, Mass.); Neptune Meter Co. (Dallas); Superior Meter Division of
Neptune Meter Co. (Brooklyn); and Arkla Gas Meters (Little Rock).
The foregoing bide were tabled for 48 hours as required by the City
Charter, and referred to the City Manager for tabulation and recommendation.

Mayor McDonald mentioned the recent passing of the wife of our City
Manager, and the fact that the City shares with him his great loss.
Mayor McDonald called for the City Manager's Reports, which were given
by Assistant City Manager R. Marvin Townsend.
The City Manager's Reports were received, and the recommendations and
requests were unanimously approved and granted, as follows:
a. That authority to offer for sale on January 8, 1963, at 11:00 a.m.,
$2,000,000.00 General Obligation Bonds, be granted.; and that the employment of
McCall, Parkhurst, Crowe, McCall and Horton, of Dallas, as Bond Attorneys, be
approved;
b. That the award of contract for Sidewalk Construction on Lipan Street,
between Coke and 19th Streets, be made to Andrew Duncan on the basis of low bid
meeting specifications; and that the sum of $1,300.00 be appropriated to cover the
contract and contingencies, including legal advertising costs;
c. That authority to advertise for bids to be received on November 28,
1962, on Repair and Painting of the Water Tank at Sam Rankin and Mestina Streets,
be granted;
d. That the date of public hearing on the re -zoning application of
Carmel Corporation be re -set for December 12, 1962, during the regular meeting;
e. That the following application for an Interim Building Permit under
Article 31 of the Zoning Ordinance, as recommended by the Zoning & Planning
Commission, be approved, subject to a proper plat:
#62-22, Stonewall National Bank, to move a 20° x 50' frame building
onto Lot 2, Block J, Jackson Wood Subdivision, for temporary quarters for a
bank, at 10602 Highway #9.
Assistant City Manager Townsend reviewed the provisions of a proposed
revised contract with Tam Lawrence, the present Golf Professional at the Oso Golf
Course, for a 3 -year term, and recommended that its execution be authorized. There
was a discussion among the members of the Council relating to the recommendations
of both the Park Board and the Golf Advisory Board. Commissioner Young stated
for the record that he had originally opposed the renewal of the present pro's
contract until such time as certain matters relating to control had been aired and
resolved, and that he was now ready to vote.

Motion by Barnard, seconded by Maldonado that the proposed contract
under discussion be amended so as to provide that all references as to the term
of the contract be for 1 year instead of 3 years. There followed a discussion
on the affect of the proposed amendment. On roll -call vote, Commissioners
Barnard, Maldonado, Roberts, and Young voted "Aye", Mayor McDonald, Commission-
ers Swantner, and de Leon voted "Nay", and Mayor McDonald declared the motion
to amend had passed by a vote of 4 to 3.
f. That the City Manager be authorized to execute the proposed con-
tract, as amended, with Tom Lawrence as Golf Professional at the Oso Municipal
Golf Course, under the terms and conditions just reviewed with the Council.

Mayor McDonald announced that Items "e", "f", and "g", relating to
matters involved in the calling of en election would be temporarily deferred
in order to obtain specific information and advice from the City Attorney with
respect to the establishment of election precincts in the Flour Bluff area that
is presently under injunction in connection with voting on the Golf Course
question.
Mayor McDonald called for petitions or information from the audience.
Ray Grandy, member of the Port Protection Committee, appeared in
connection with the status of water contracts with outlying industries, and
particularly with Reynolds Metals Co., and stated that a lot of people feel
that when they pay water bills they are subsidizing Reynolds Metals Co.
City Manager Whitney explained the current status of negotiations
and that application has been filed with the Texas Water Commission for per-
mits governing where and how the City of Corpus Christi can sell water, and
that the matter is being pursued; and Mayor McDonald explained that exact in-
formation, review and study is necessary in order to set rates that will be
without subsidy to any industry and without profit to the City, and that in
discussions so far, Reynolds officials have expressed a desire to cooperate
with the City in the setting of rates fair to them, to the City, and to the
public.
John Kirton, Executive Secretary of the Corpus Christi Building
Trades Council, objected to the determination of the wage rates in the spec-
ifications for the Oso Sewer Plant Enlargement project, on the basis that
they are ridiculously low, unrealistic, and do not reflect the prevailing
rates for the Corpus Christi area; stated that he did not believe it was an
intentional error, but that the responsibility for determining the rates rests
with the City Council; and suggested that the bids received at this meeting be
rejected, an addendum issued carrying building trade rates for the Corpus
Christi area, and new bids received.
Robert L. Selhasen, speaking for the plumbers trade, objected to the
specifications for the project under discussion on the basis that his craft is
not classified at all.

Paul Roberts,, steel worker, stated that persons running steel pipe are
considered mechanics, and objected to the wage rates set for mechanics as being
far too low for people living in Corpus Christi.
Director of Public Works Graham presented the tabulated results of a
wage survey involving some 56 different projects in Nueces County as to wage
rates as determined by the Secretary of Labor, and pointed out that they do
coincide with those set out in the specifications in question.
Mayor McDonald recessed the meeting for the purpose previously an-
nounced.
After a short recess, Mayor McDonald reconvened the meeting, and it
was noted that all members of the Council were in attendance.
Mayor McDonald explained that the question of setting up of a voting
precinct in the Flour Bluff area which was annexed to the City in August of
1961, was based on the fact that the City is under injunction by the Court not
to exercise any municipal authority in that area until a decision is handed
down by the Appelate Court in which the appeal from the ruling of the District
Court is presently pending.
City Attorney Singer advised that Judge Martineau of the District
Court had informed him that he believed that the City would not be in contempt
of Court nor in violation of his order in permitting the people in the Flour
Bluff area covered by his injunction to vote in this proposed election, on the
basis that the City would be permitting them to exercise a privilege, rather
than the City exercising an authority over them.
