Ray Kring • Mayor Ben F. McDonald called the metting to order. City Secretary T. Ray Kring called the roll of those in attendance. Mayor McDonald announced tate purpose of the special meeting was to hear three applications for change of zoning, and explained the procedure to be followed. Mayor McDonald announced the public hearing on the application of A. B. McCaughan for a change of zoning from "R-18" One -family Dwelling District to "B-1" Neighborhood Business District, on a tract of land of approximately 1.129 acres out of the Washburn Meadows Tract out of Lot 4, Section "A", Paisley's Subdivi- sion of the Hoffman Tract. Tom Lake, Zoning Coordinator, located the property on the map; pointed out the zoning and land use of the surrounding area; explained that the unanimous recommendation, one member being absent, of the Zoning & Planning Commission was that the request for "B-1" Neighborhood Business District be approved; and stated that 16 notices had been mailed out, 2 written returns had been received in favor of the application, and 1 against, and that there had been no correspondence or telephone calls since that time. John Fulton, Manager of the Napko Corporation, appeared in support of the application, and stated that his company has a lease agreement with the owner, Mr. McCaughan, for use of the property. No one appeared in opposition. Motion by Barnard, seconded by Young and passed that the hearing be closed. Motion by Swantner, seconded by Maldonado and passed unanimously that the recommendation of the Zoning & Planning Commission be concurred in, and the zoning on a tract of land of approximately 1.129 acres out of the Washburn Meadows Tract out of Lot 4, Section "A", Paisley's Subdivision of the Hoffman Tract, • • City of Corpus Christi, Texas Special Council Meeting November 14, 1962 Page #2 beginning at a point in the southeast right-of-way line of Weber Road, said point being 648.84' southwest of the intersection of the southeast right-of-way line of Weber Road and the southwest right-of-way line of Staples Street, extending 200' along the southeast right-of-way line of Weber Road and to an average depth of 246', be changed from "R -1B" to "B-1". Mayor McDonald announced the public hearing on the application of Manuel Dominguez for a change of zoning from "A-2" Apartment House District to "B-1" Neighborhood Business District, on Lots 1, 2, and 3, Block 8, Summitt Place Addition. Tom Lake located the property on the map; pointed out the zoning and land use of the surrounding area; explained that the applicant had stated that business zoning was needed only on Lot 1, and that Lots 2 and 3, should not have been included in the request; that the unanimous recommendation, one member being absent, of the Zoning i Planning Commission was that the request for "B-1" on Lots 2 and 3, Block 8, Summitt Place Addition, be denied but that the request for "8-1" on Lot 1, Block 8, Summitt Place Addition, be approved; and stated that 41 notices had been mailed out, 3 written returns had been received in favor of the application, and 1 against, and that there had been no corrrespondence or telephone calls since that time. Mrs. Dominguez appeared in support of the application, and stated that the building would be used for a small tortilla factory, and the attached resi- dence would be rented. No one appeared in opposition. Mayor McDonald declared the hearing closed. Motion by de Leon, seconded by Maldonado and passed unanimously that the recommendation of the Zoning & Planning Commission be concurred in, and that the change of zoning from "A-2" to "8-1" on Lots 2 and 3, Block 8, Summitt Place Addition, be denied but the zoning on Lot 1, Block 8, Summitt Place Addition, be changed from "A-2" to "B-1". Mayor McDonald announced the public hearing on the application of • City of Corpus Christi, Texas Special Council Meeting November 14, 1962 Page #3 Grady St. Clair for a change of zoning from "R -1B" One -family Dwelling District to "AB" Professional Office District, on an unplatted tract, being the south- easterly 50' of the northwesterly 1010' out of Lot 12, Section "A", Paisley's Subdivision of the Hoffman Tract (unrecorded). Tom Lake located the property on the map; pointed out the zoning and land use of the surrounding area; explained that the unanimous recommendation, one member being absent, of the Zoning & Planning Commission was that the request be approved; and stated that 24 notices had been mailed out, 3 written returns had been received in favor of the application, and none against, and that there had been no correspondence or telephone calls since that time. Faires Wade, attorney representing the applicant, appeared in support of tne application, and stated that the earnest money is on deposit for the con- tract of sale of the property to an out-of-town firm, that there is a loan commit- ment for the development plans, which plans he described, and that they are in tne process of replatting the property. Grady St. Clair, the applicant, was present in support of his applica- tion. No one appeared in opposition. Mayor McDonald declared the hearing closed. Motion by Maldonado, seconded by Swantner and passed unanimously that the recommendation of the Zoning 4 Planning Commission be concurred in, and that the zoning on an unplatted tract, being the southeasterly 50' of the north- westerly 1010° out of Lot 12, Section "A", Paisley's Subdivision of the Hoffman Tract (unrecorded), beginning at a point in the southwest right-of-way line of Gollihar Road, said point being 960° southeast of the southwest corner of the intersection of Gollihar Road and Weber Road, extending 50' in a southeasterly direction along Gollihar Road and extending along a line perpendicular to Gollihar Road to a depth of 314.74', be changed from "R -1B" to "AB", subject to filing and acceptance of final plat. Commissioner de Leon gave an oral report of the meeting in Austin of the Site Selection Committee for the proposed School for Retarded Children at which he had represented the City Council and the City of Corpus Christi, and • City of Corpus Christi, Texas Special Council Meeting November 14, 1962 Page #4 commented on the final decision to recommend acceptance of the site offered by the City of Richmond, Texas, but pointed out the expediency of holding the site offered by the City of Corpus Christi for such school pending review and legislative action. There being no further business to come before the Council, the special meeting was adjourned.
